Licensed Educator Professional Growth & Evaluation
Since the advent of 2011-12 federal and state legislation, Oregon has implemented educator effectiveness systems that include the following multiple measures:
- Standards of Professional Practice
- Differentiated Performance Levels
- Multiple Measures
- Evaluation and Professional Growth Cycle
- Aligned Professional Learning
Eugene School District’s Licensed Educator Professional Growth and Evaluation system is designed with these measures to support quality of education for all students and to provide for the continuous growth and improvement of licensed professionals consistent with district goals and school improvement plans.
Beginning with the 20-21 school year, the district’s evaluation system will be built around the Instructional Framework. The framework and associated rubric will be piloted during the 19-20 school year.
The ultimate goal is for licensed educators to empower students to take ownership of their learning to achieve the highest educational objectives possible; and educators’ professional growth is dynamic, interactive, and sustained through systems based on claim, evidence, and impact:
- Claim: A statement that an educator performs—or does not perform—a certain skill or pattern in his/her instruction; thus, a generalization drawn after looking at evidence.
- Evidence: A quote or literal description of something said or done; the proof for the claim and one of the reasons for making it; often takes the form of data.
- Impact: A statement of what the behavior accomplishes or is intended to accomplish, what was significant about it, and its effect on students.
