Eugene Education Foundation funds grants to expand education and enrichment opportunities in 4J schools

The Eugene Education Foundation provided $226,959 in the 2022–23 school year to support 4J student learning and well-being.

Through its annual grant program, the nonprofit foundation funded 72 classroom and district-level projects and programs primarily focused on music/ theater/art, literacy, social-emotional learning, health/PE and STEM education.

Grants include $18,735 for adaptive PE equipment districtwide so all 4J students can participate in physical education; $4,992 to fund the Art is a Superpower program at North Eugene High School; $5,000 in new microscopes at Arts & Technology Academy; a $2,200 telephoto lens and tripod for the Sheldon High School yearbook staff; $3,520 for musical instruments at Edison Elementary School; and $792 for a Love to Read program at Adams Elementary School. EEF also donated $22,750 from its Urgent Needs Funding to provide immediate assistance to programs that support students and families in crisis.

4J Presents LIKE, a Documentary Examining Social Media

Online viewing available to 4J students, families and staff from Feb. 6–13

Eugene School District 4J is pleased to present a virtual screening of the documentary film LIKE, examining the technology behind popular social media platforms, why it’s so powerful, and what you can do about it.

LIKE breaks down why we find social media so irresistible, examines who is controlling whom, and gives viewers the tools to pivot to a more balanced and contented relationship. It features Silicon Valley entrepreneurs, including the co-creator of the ‘LIKE’ button, experts in brain science, and teenagers.

But the 49-minute-long LIKE does not leave you with a sense of fear and foreboding. The core of the documentary is built around the kids and teens interviewed, and the empathy that they build with their audience as they look honestly at their usage and dependence on these tiny devices, consider the good that can come from and be transmitted via social media and rethink the relationship to one where they are much more aware and in balance.

Students and families are encouraged to watch the film together and discuss these topics afterward.

4J OFFICE OF EQUITY FILM SERIES: The film is the third of four 4J will show this school year to help spur conversations about important social issues faced by today’s youth. The first two documentary films, I’m Not Racist … Am I? and The Upstanders, that screened in October and December, respectively, examined prejudice and cyberbullying. The remaining film, RACE to be Human, will be shown in April and examines the role of race and racism on mental health.

4J to Bid on EWEB Property

School district partners with community agencies to envision a community multicultural, arts and science education center in vacant EWEB riverfront property

Emerging from several years of pandemic disruption the Eugene School District 4J sets sights on a bright future for the students, families and community it serves. With a new superintendent at the helm, the district is proposing the next chapter in its history through the acquisition of the vacant EWEB riverfront building.

What is Eugene 4J doing?

  • The 4J school board has authorized the district to submit a bid to purchase the vacant EWEB property to provide enhanced educational opportunities for students with the development of a community focused education center that celebrates science and arts education, innovation and creativity by making the most of a co-located network of new and existing partners at the unique riverfront location.
  • Superintendent Andy Dey has indicated to EWEB General Manager Frank Lawson that the district is preparing a letter of interest to purchase the property.
  • 4J and its community partners will finalize a proposal within the week to submit to the EWEB board at an upcoming meeting.

“The historical significance of this unique riverfront site is compelling,” says Dr. Dey, 4J superintendent, “providing our NATIVES, and other multicultural programs, with a space steeped with cultural importance is exciting. To be able to host programming and events designed to share that rich history with our students, families and the broader community is one of the strong appeals of this project.”

How is the district paying for this?

  • Funds for the purchase of the property would come from previous real property sales, such as the sale of the former Roosevelt Middle School property, and other one-time (not ongoing) district funding.
  • The school district will not be utilizing any general obligation bond funds or those designated through recent state investments outlined in the Student Success Act.
  • The specifics of the offer are confidential pending review and acceptance by the utility district.

4J plans for site include:

  • Provide publicly accessible programming and use in partnership with non-profit partners, such as Lane Arts Council and the Eugene Science Center, along with other agencies providing support to students and families.
  • Make use of existing kitchen facilities that would incubate budding restaurant concepts and provide for hospitality and culinary arts programming for students seeking to enter into that profession.
  • Prepare a permanent home at the waterfront space, for multicultural programming supporting our student affinity groups and their respective communities.
  • Institute a child care program for staff, students and community members.
  • Relocate administrative functions to the site making valuable and hard to find instructional space at its current location on N. Monroe Street available for students for expanded instructional programs, such as career development and applied learning.

“The community and educational uses are endless,” shared Eugene School Board Member, Alicia Hays. “Co-locating, arts, science, education and the opportunity to enhance community access to what otherwise might be a bureaucratic office building seems to be the perfect expansion to the riverfront master plan. I’m excited about the possibilities as we imagine a new chapter for the school district and the students we serve.”

How we got here:

  • During the late fall of 2018, EWEB declared the riverfront property as surplus after relocating its operations.
  • In 2021, the City of Eugene irrevocably waived its right to exclusively engage EWEB in the purchase of the property.
  • The utility board then moved to solicit requests for proposals (RFP). In fall 2022, finding no viable options that met the requirements outlined in the RFP, the utility’s governing body authorized the general manager to engage in negotiations for the sale of the real estate.
  • Following the closure of EWEB’s initial RFP process, the Eugene School Board held an executive session to discuss the location and the many uses for community arts, science and multicultural activities, and subsequently authorized the superintendent to pursue the property acquisition.

It’s School Choice Season! Request a Transfer for 2023–24

The school choice season for the 2023–24 school year is here!

In Eugene School District 4J, every school offers an excellent education for our students. Students may enroll in their neighborhood school at any time, or request enrollment in a different 4J school, provided there is a place available. Out-of-district residents also are welcome to request a transfer to 4J.

Applying for School Choice

School choice requests are accepted if space is available in an order determined by lottery. To be included in the lottery, 4J residents must fill out the online request form by Monday, January 31. Non-district residents must apply between March 1–31 to be included in the lottery for interdistrict transfers.

All students who want to obtain a transfer must apply, including new incoming siblings, students who have moved out of the neighborhood or district but want to stay enrolled at their current school, and incoming high school students seeking to enroll in an International High School program.

Solicitud de elección de escuela

Las solicitudes de elección de escuela se aceptan si hay espacio disponible en un orden determinado por lotería. Para ser incluidos en la lotería, los residentes del 4J deben completar la solicitud en línea antes del lunes 31 de enero. Los residentes que no pertenecen al distrito deben presentar su solicitud entre el 1 y el 31 de marzo para ser incluidos en la lotería para transferencias entre distritos.

State Invites Public Comment on Waiver to Reduce Testing

Public comment period open until December 31

The Oregon Department of Education (ODE) is inviting public comment on a proposal to reduce state testing during the 2023–24 school year.

ODE proposes to seek a federal waiver so it can reconfigure and reduce the test length for the English language arts and mathematics state assessments conducted in the spring of 2024.

The request for a federal waiver would enable school districts to comply with a new state law, SB 1583, requiring Oregon’s K–12 districts to administer state assessments to the minimum extent practicable without compromising their ability to measure students’ academic achievement.

The waiver would not cancel or suspend state testing in 2024 or later but would allow ODE to make changes to the assessments to comply with the new state law.

ODE believes it is desirable to provide an opportunity for parents, educators, school and district leadership, and community partners to share their comments and support or opposition concerning the waiver request.

Comments can be emailed to ODE.WaiverFeedback@ode.oregon.gov. The deadline is December 31.

School Board Work Session & Regular Meeting

On Wednesday, December 14, the school board held a work session and regular meeting. The sessions were open to the public via in-person meeting, live video on Zoom, live audio stream, and radio broadcast on KRVM 1280-AM and 98.7-FM.

Board members interviewed five finalists seeking appointment to a vacant seat on 4J’s budget committee. The board interviewed three candidates in person and two candidates over Zoom.

Items for Information (no board action is expected to be taken)

• Received information about the public comment period for a state testing waiver (watch): District staff provided information about the Oregon Department of Education (ODE) inviting public comment on a proposal to reduce state testing during the 2023–24 school year.

Received 4J’s financial report for the first quarter of the 2023 fiscal year (watch): The report includes updated numbers for the district’s operating budget and Nutrition Services program from July 1–September 30, 2022.

• Received information about new high school schedule (watch): Superintendent Andy presented information about the district’s selection of a new high school schedule.

Items for Action

• Approved the consent calendar (watch): With a single vote, the board approved the following items: interdistrict transfers for the 2022–23 school year, a board resolution urging the Oregon School Boards Association to diversify its workforce, a board policy on workplace harassment, and routine personnel actions. The vote was unanimous.

• Approved making changes to draft board meeting minutes (watch): The board directed staff to amend the draft minutes of the December 16 board meeting to accurately reflect what occurred during the meeting. The vote was 6-1, with Gordon Lafer voting no.

• Appointed budget committee member (watch): The board voted to appoint Dakota Boulette to 4J’s budget committee. The vote was unanimous.

• Approved restarting the equity trainer hiring process (watch): The board approved restarting the hiring process for an equity trainer after it was unable to move forward with a vote on a proposed slate of three finalists to invite for interviews. The vote was unanimous.

• Approved 4J’s legislative priorities (watch): The board approved its legislative priorities in advance of meeting with state lawmakers in January. The vote was unanimous.

• Approved resolution to board complaint (watch): Following an executive, or nonpublic session, the board approved sending a letter to the complainant outlining its resolution as advised by legal counsel. The vote was unanimous.

Items for Future Action (board action is expected at a later meeting)

• Considered renewal of public charter school contract (watch): Network Charter School has submitted a letter requesting that the district renew its charter school contract so it can continue operating. The superintendent has recommended a five-year contract renewal, pending successful contract negotiations. The board will hold a public hearing on the proposed contract renewal on January 18 and is scheduled to vote on the charter school’s request later in the meeting.

• Considered process for superintendent’s job performance evaluation (watch): The board is required to evaluate the superintendent’s job performance every year. Board members briefly discussed the process they’d like to use this year.

Public Input

The board heard live public comment in person and virtually via Zoom (watch). Five people testified before the board, including about the proposed contract renewal for Network Charter School. To request to provide public comment to the school board, community members may complete an online request form by the Monday before the next regular board meeting. Community members also may send comments via email to board@4j.lane.edu.

High Schools to Shift to Semesters, New Schedule

Following several months of team work, involving input from parents, students, teachers and high school staff, district leadership has selected a new high school schedule.

Beginning in fall 2023, 4J high schools will operate on a 2 semester x 4 class A/B/C day schedule. This means that there will be two semesters with eight classes per semester. Four classes will be held twice a week on alternating days (A/B), with a flexible day (C) one day a week.

How we got here: In September, a collaborative team of teachers, licensed specialists and district leaders embarked on a process to evaluate schedules against the following set of values:

  • Develop a schedule that first prioritizes SpEd and ELL services. Student receiving interventions can access electives. Students receiving SpEd and ELL services need time in their schedule that allows them to receive services without sacrificing the ability to access electives. They are not forced to trade opportunity to receive services. (i.e., flex period)
  • Allow flexibility within schedule for student access to affinity groups, enrichment/ extensions, interventions. Similar to the need identified for students receiving SpEd and ELL services, student members of affinity groups need time in their schedule that allows them to regularly meet without sacrificing the ability to access electives. They are not forced to trade elective opportunities for structured activities to increase belonging (i.e., flex period).
  • Increase planning and collaboration time. Teachers and school staff need time built into the daily/weekly schedule that provides opportunity for meaningful collaboration.  These times are not in addition, or prior to, the actual workday.
  • Schedule that promotes positive relationships for students and staff.
  • Maintain or decrease class size. Class size remains a concern, and shouldn’t be negatively impacted by this schedule change.

At the beginning of December that team forwarded four recommended schedule options to the district leadership team for final review and selection. Following the review of staff, parents and student input, alignment with the articulated goals, coupled with a fiscal impact review, district leadership selected the 2 x 4 A/B/C from the recommendations as the schedule that most closely met the goals and needs of our system.

This new schedule will provide students with the greatest number of opportunities to obtain credits, balances class length with homework expectations, provides flexibility to all students so that interventions do not have to come at the expense of electives or participation in affinity groups and enrichment courses. It further increases teacher preparation and planning time throughout the week and has a minimal impact on existing class sizes.

No one schedule is the definitive solution to student success. That said, we believe that this schedule option will help us maximize impact, specifically for the student groups identified as historically marginalized.

Look for more information in the coming months from your students’ high school regarding the specifics of the coming school schedule, such as class length, course offerings, and which days will follow an A, B or C school schedule.

Después de varios meses de trabajo en equipo, con aportes de padres, estudiantes, maestros y personal de preparatoria, el liderazgo del distrito ha seleccionado un horario de preparatoria nuevo.

A partir del otoño de 2023, las preparatorias 4J operarán en un horario de 2 semestres x 4 clases A/B/C. Esto significa que habrá dos semestres con ocho clases por semestre. Se impartirán cuatro clases dos veces por semana en días alternos (A/B), con una jornada flexible (C) un día a la semana.

Luego de la revisión del personal, los padres y los aportes de los estudiantes, la alineación con las metas articuladas, junto con una revisión del impacto fiscal, el liderazgo del distrito seleccionó el 2 x 4 A/B/C de las recomendaciones como el programa que mejor cumplió con las metas y necesidades de nuestro sistema.

Este nuevo horario brindará a los estudiantes la mayor cantidad de oportunidades para obtener créditos, equilibra la duración de la clase con las expectativas de tareas, brinda flexibilidad a todos los estudiantes para que las intervenciones no tengan que realizarse a expensas de las materias optativas o la participación en grupos de afinidad y cursos de enriquecimiento. Aumenta aún más la preparación de los maestros y el tiempo de planificación durante la semana y tiene un impacto mínimo en el tamaño de las clases existentes.

Ningún horario es la solución definitiva para el éxito de los estudiantes. Dicho esto, creemos que esta opción de horario nos ayudará a maximizar el impacto, específicamente para los grupos de estudiantes identificados como históricamente marginados.

School Choice Season Is Coming in January

The school choice season for the 2023–24 school year is coming in January.

In Eugene School District 4J, every school offers students excellent educational opportunities. Students may enroll in their neighborhood school at any time, or request to enroll in a different 4J school if space is available. School choice requests are accepted in an order determined by lottery.

To be included in the annual school choice lottery, 4J residents must apply between January 1–31. Non-district residents apply later, March 1–31.

Families are invited to explore their school choice options, including their neighborhood school, during the January school choice period. All 4J schools will hold a virtual and an in-person visit in January.

4J Presents The Upstanders Film About Cyberbullying

The 4J Equity and Inclusion team present the documentary film The Upstanders. The movie explores all sides of cyberbullying, showing the perspectives of those who bully, their victims, families, and the trauma of the bystander.

How to watch The Upstanders:

The 56-minute film features in-depth interviews with kids, families who have lost their children to cyber-bullying related suicide and the very best experts in the world from prestigious institutions including Stanford University and Child Mind Institute in NYC. The Upstanders also includes two members of Oprah’s 2020 Vision Tour: Jesse Israel of The Big Quiet, and Radha Agrawal of Daybreaker, and author of Belong.

The film is recommended for students in grades 4 and above, but younger students are encouraged to attend and have conversations with their parents regarding the topics. More about The Upstanders.

The film is the second of four the team will show this school year to help spur conversations about important social issues faced by today’s youth. The first documentary film, I’m Not Racist … Am I? that screened in October, examined race and privilege. The remaining two films, LIKE and RACE to be Human, will be shown in February and April, respectively, and examine the impacts on youth of social media and the role of race and racism on mental health.
