With snow in the forecast, schools may be closed or delayed or buses may use snow routes. The school district decides early in the morning whether there is a need to change the school schedule or bus routes. These decisions are made districtwide and are the same for every 4J school.
How to find out if there is a change:
If there is a school closure or other change, the school district will announce it before 6:30 a.m. If schools and buses are on their regular schedule, there will NOT be an announcement.
Parents of students who ride school buses that have alternate snow routes have been informed of what to do. Snow route information is available on the snow routes page.
If school is in session, families are encouraged to consider road conditions in their areas and make their own decisions based on safety. Parents’ individual decisions about school attendance will be honored.

With the new North Eugene High School set to open this fall, the Eugene School Board is reviewing options for what to do with the existing building once it’s vacated.
4J understands the decision to retrofit or tear down the existing building is not made in isolation, as either option carries impacts for the new high school, other school buildings in the North region and the need for field space for both the district and community at large.
The estimated cost to retrofit the old building for a new program is $30 million. That estimate includes expenses for deferred maintenance, upgrades to meet current district standards for school buildings, and required city system development charges. Added to this estimate would be any renovations of the building to accommodate a new program. Retaining the old building also leaves the new North Eugene High School with about half of the field space of other district high schools, leaving less green space in the region for sports and community recreational uses.
Demolishing the original building and installing fields on its footprint is estimated to cost $12 million. This option would provide a substantial credit toward the system development charges for the new building. It would add two grass soccer-sized fields side by-side, bringing the new North Eugene High School’s field area in alignment with other district high schools.
The existing North Eugene High School has been an important landmark and community gathering space in the North region for more than a half-century. The district is not taking this decision lightly. 4J is accepting questions through its Let’s Talk page to help inform the board’s discussion and final decision. District staff will answer those questions, as well as post the questions and responses on the district website. Staff also will forward the questions to the board for their consideration.

Eugene School District 4J voters will decide this May who will serve in four of the seven positions on the Eugene School Board.
Potential candidates may file between Saturday, February 4, and Thursday, March 16, at 5 p.m. (Prospective candidates can file electronically starting Saturday, Feb. 4, and in-person starting Monday, Feb. 6.)
The special election is May 16. Voters must be registered by Tuesday, April 25.

The Eugene School Board consists of seven members who are elected to serve four-year terms. Board elections occur in May of each odd numbered year. The term of office for board members begins on July 1 immediately following the election.
This year, positions 1, 4, 5 and 7 will be on the ballot. These positions are currently held by Alicia Hays, Gordon Lafer, Keerti Hasija Kauffman and Michelle Hsu.
4J board members are elected from the district at large, meaning any eligible person who lives within the district boundary may serve in any school board position. To be eligible, a person must be a registered voter in the school district, must have been a resident of the district for at least one year immediately preceding the election, and may not be an employee of the district or any charter school within the district.

School Board Work Session & Regular Meeting
On Wednesday, February 1, the school board held a work session and regular meeting. The sessions were open to the public via in-person meeting, live video on Zoom, live audio stream, and radio broadcast on KRVM 1280-AM and 98.7-FM.
The school board honored the Sheldon High School volleyball team for the program’s first state championship. It’s the first volleyball state championship won by a 4J high school in nearly 50 years (watch).
In his remarks, Superintendent Andy Dey noted the first meeting of the 4J Budget Committee, the ongoing work to transition to a new high school schedule this fall, the ongoing review of the proposed 2023–24 academic calendar, and the upcoming budget roadshow meetings to discuss how 4J and other Oregon school district are funded and how they spend public dollars to educate students (watch).
• Received update about Lane Education Service District Local Service Plan (watch): The education service district supports the county’s school districts, including 4J. State law requires each education service district to adopt and regularly update a plan outlining how it will improve instruction and student learning, ensure equitable access to resources and make efficient use of available funding. Representatives of the Lane Education Service Department provided an update on the first year of the plan adopted for the 2023–25 school years. The school board will vote to adopt that plan at a future meeting.
• Reported on legislative updates (watch): Board member Judy Newman, chair of 4J’s legislative committee, provided information about legislative topics.
• Reported on instruction department goals and Student Investment Account strategies (watch): Superintendent Andy Dey outlined the district’s ongoing work to adopt a comprehensive plan that unifies six separate federal and state programs and initiatives that provide funding to 4J to achieve set goals. The district also is incorporating into that plan a focus on the board’s and superintendent’s three top priorities: timely communication and meaningful engagement; safety and well-being for students and staff; and a focus on equitable access and advancement for all.
• Approved the consent calendar (watch): With a single vote, the board approved a printing services contract. The vote was unanimous.
• Approve revision to board policy on board meeting procedures (watch): The board approved a revision to its meeting procedures so a discussion ends on a given topic after each board member has had no more than two opportunities to speak on a given topic. The discussion on that topic only can be extended if the board votes to do so. The vote was 4-3, with Chair Maya Rabasa, Vice Chair Gordon Lafer and board members Keerti Hasija Kauffman and Michelle Hsu voting for the revision, and board members Alicia Hays, Judy Newman and Laural O’Rourke voting against the revision.
• Approval dismissal of board complaint (watch): The board voted to dismiss a complaint that members heard about during an executive, or nonpublic, session. The vote was 6-1, with all board members except Laural O’Rourke approving the dismissal of the complaint.
• Received update on North Eugene High School building (watch): With the new North Eugene High School set to open this fall, the Eugene School Board is considering options for what to do with the existing building once it’s vacated. District staff provided some additional information and answered questions from board members about the existing building.

In Eugene School District 4J, families may choose their school, provided space is available. Students may enroll in their neighborhood school or request a different school. Lotteries determine the order in which requests are accepted.
Options include language immersion programs in Spanish, Chinese, Japanese and French, as well as other alternative and neighborhood schools.

Enrollment in Eugene International High School at Churchill, Sheldon and South Eugene also requires a school choice application. (North Eugene HS is also an International Baccalaureate World School, but students at North Eugene do not need to enter the lottery to take International Baccalaureate classes.)
Don’t miss the deadline! 4J residents must apply by January 31 to be included in the annual school choice lottery. Families who live outside of the district can apply in March to transfer to a 4J school.

School Board Work Session & Regular Meeting
On Wednesday, January 18, the school board held a work session and regular meeting. The sessions were open to the public via in-person meeting, live video on Zoom, live audio stream, and radio broadcast on KRVM 1280-AM and 98.7-FM.
Board members discussed their working agreements, which spell out the guidelines and expectations among and between the individual board members, the superintendent, and district staff for carrying out their duties (listen).
Superintendent Andy Dey praised the Martin Luther King Jr. Day celebration at North Eugene High School on Friday, which was organized by the school’s Black Student Union, and the large community march commemorating the civil rights leader on Monday. He also recognized the time and energy put in by the volunteer school board members during School Board Recognition Month.
Dr. Dey and board members also honored elementary, middle and high school students for Outstanding Musical Achievement (watch).
• Held public hearing on proposed contract renewal for Network Charter School (watch): Ten people testified about the proposed contract renewal for Charter Network School.
• Received update on 4J’s five-year financial forecast (watch): Each January, after student enrollment projections have been updated, the district’s financial services staff reviews and updates the five-year forecast and presents that information to board members.
• Receive update on the audit of the Student Investment Account (watch): District staff presented information from its evaluation report about how it spent Student Investment account revenue during the last grant cycle. The district implemented nine different programs focused on four different educational areas that resulted in 85 different activities. The specific areas are well-rounded education, health and safety, instructional time and class size reduction.
• Approved the consent calendar (watch): With a single vote, the board approved an auditor contract and the official minutes of the school board meetings held on November 16, December 7 and December 14. The vote was unanimous.
• Approved renewal of public charter school contract (watch): The board voted renew the contract for Network Charter School for the next 10 years. The vote was unanimous.
• Considered process for superintendent’s job performance evaluation (watch): The board is required to evaluate the superintendent’s job performance every year. Board members approved the process for evaluating the superintendent’s job performance this year. The vote was unanimous.
• Received update on North Eugene High School building (watch): Superintendent Dey told board members that district staff would be available to answer questions in the coming weeks to help inform the board’s coming decision about whether to retain or tear down the existing school building. The new high school building, which is being built next to the current one, will open to students and staff this fall.

The graduation rate for the Class of 2022 was the second-highest in 4J’s history, with all but one of more than a dozen student groups making gains compared to the prior year, Oregon Department of Education figures show.
The 80.8 percent on-time four-year graduation rate during the 2021–22 school year was only surpassed two years earlier, when the state temporarily modified graduation requirements due to school closures prompted by the coronavirus pandemic. The grad rate is 1.9 percentage points higher than last year, when the rate dipped after reaching the all-time high, and 6.3 points higher than for the Class of 2018.
All but one 4J student group improved their graduation rate, with some groups showing significant gains. Black and Native students saw their rate jump 12.5 and 31.7 percentage points, respectively. Other 4J student groups that saw notable gains include former English learners (↑ 9.9 points), homeless students (↑ 7.2 points) and Asian students (↑ 5.5 points). In total, all student groups have improved their graduation rates by 16.8 percentage points since 2012–13, with some groups, such as students of color and students navigating poverty, making even greater strides.
The only student group that saw a dip in its graduation rate—90.2 percent for the Class of 2022 from 93.2 for the Class of 2022—was career technical education concentrators, or students who have earned one or more credits in a single state-approved CTE program; however, the group’s rate remains substantially higher than the overall grad rate.
4J’s overall graduation rate remains slightly below the state average—80.8 percent compared to 81.3 percent—but the differential is the the smallest it’s been since the 2015–16 school year.
The district remains committed to ensuring all students get a top-quality education and graduate from high school on time. The district has launched and expanded numerous programs and initiatives to make that goal a reality, including investments in career technical education and short courses during the summer where high school students can earn credit. These programs and initiatives not only focus on enabling students to reach their academic goals but also support their social and emotional needs so they can fully focus on their learning and achieving success during and after their K–12 education.
The upward trend of 4J’s graduation rate is a good news and a testament to the dedication and resolve of our educators and students. Much work remains, including closing opportunity and achievement gaps that persist, as they do across Oregon and the United States. We continue to set our collective sights upward.

The on-time or “four-year cohort” graduation rate tracks students beginning in ninth grade and measures how many of those students graduate within four years. The rate is adjusted for students moving in or out of the district. Students who take an extra year to graduate are included in a five-year graduation rate.
Students who complete their high school education by alternate means, such as a GED or an extended diploma, are not included in the graduation rate but are included in high school completion rates.
The districtwide graduation rate also includes students in charter schools and alternative education providers, in addition to the 4J high schools listed above.

La tasa de graduación para la Clase de 2022 fue la segunda más alta en la historia del 4J, con todos menos uno de más de una docena de grupos de estudiantes logrando avances en comparación con el año anterior, según muestran las cifras del Departamento de Educación de Oregón.

Eugene School District 4J wants to hear what you think about the proposed calendar for the 2023–24 school year.
Notably, school would start before the Labor Day weekend, with kindergartners, sixth and ninth graders beginning on Wednesday, August 30, and the remaining grades returning on Thursday, August 31, under the proposal. Thanksgiving break would be extended to three days, from November 22–24. No-school parent-teacher conference days for grades K–8 would occur on November 20–21, with the exact conference schedule varying by school.
The earlier start date will increase the number of instructional days, allow for greater flexibility throughout the year (to add make-up hazardous weather days for example), enable a longer Thanksgiving break which is a historically low attendance week, and provide for a softer start for students returning after the long summer break.
