Medicaid Compliance Program
The Fairport Central School District has adopted the Medicaid Compliance Program and Medicaid Billing Compliance Program in accordance with federal and New York State Laws and regulations to prevent, detect, and report incidents of fraud and abuse. We are committed to providing the highest quality educational services while conducting our business affairs with sound ethical and moral standards. All employees, non-employees and contractors involved in the provision of, or claiming federal Medicaid financial compensation or reimbursement for, school and preschool supportive health services are required to read and comply with the program and policy, and the federal and state statutes and regulations.
The Fairport Central School District requires it’s employees to be aware of the district’s Medicaid Compliance Program. This awareness includes the responsibility to report suspected Medicaid compliance issues to the Medicaid Compliance Officer.
If you suspect Medicaid fraud, or lack of compliance with the district’s Medicaid Compliance Policy and Program, as an employee of the district, you are obligated to report these issues. The district provides several options for such confidential reporting.
The district has designated the Directors of Elementary and Secondary Special Education, Sarah Klosner and Pam Ciranni as the Medicaid Compliance Officers. You may contact them by:

The Medicaid Compliance Officer will investigate each issue reported to the district. The result of all investigations will be reported to the Superintendent and the Board of Education, and if appropriate, the office of the Medicaid Inspector General. The Medicaid Compliance Officer is authorized to implement all necessary actions to ensure the objectives of the Medicaid Compliance Plan and is directly obligated to serve the best interests of our Fairport Central School District, students and employees. Responsibilities of the Medicaid Compliance Officer include, but are not limited to:
- Actively seeking up-to-date material and releases regarding regulatory compliance.
- Maintaining a reporting system and responding to concerns, complaints, and questions related to the Compliance Plan.
- Acting as a resourceful leader regarding regulatory compliance issues.
- Investigating and acting on issues related to compliance.
- Coordinating internal investigations and implementing corrective action.
