House Bill 23, passed in 2013, called on the State Board of Education (SBoE) to develop digital teaching and learning competencies that would “provide a framework for schools of education, school administrators, and classroom teachers on the needed skills to provide high quality, integrated digital teaching and learning.” Once mastered, these competencies provide skills that will allow leaders and teachers to create digital learning environments, and should be used by teachers and administrators to improve their practice and drive student learning within their classrooms.  On June 1, 2017, these competencies were approved by the SBoE as part of licensure renewal, requiring two Digital Learning Competency CEUs per cycle, and will go into effect for both teachers and administrators with licenses expiring on or after June 30, 2019.  ​
