    OVERVIEW OF THE FULLER MIDDLE SCHOOL BUILDING PROJECT

    Fuller Middle School (1995 - present), previously known as Framingham South High School (1958 - 1991), has served our community well for 60 years. The school has reached a point that it no longer meets today’s building codes, has structural deficiencies, inefficient and inoperable systems and does not adequately support our educational curriculum.

    The Massachusetts School Building Authority (MSBA), the state agency charged with overseeing and supporting school improvement projects, has visited the school and agrees. The City of Framingham is completing a Feasibility Study which is the initial step in partnering with the MSBA to investigate these conditions and develop a cost effective, sustainable and educationally appropriate solution to the aging Fuller Middle School.

    A Framingham School Building Committee (SBC) was established in August 2016 and meets approximately every two weeks. The meetings are open to the public, posted and recorded. The meeting minutes and agendas for each meeting can be accessed HERE.

    TIMELINE AND MILESTONES

    On Monday, April 30, 2018, The SBC selected the plan titled “Folded Hands” as the preferred design for the project.  By selecting the design on time, the building committee meets a milestone allowing for the City of Framingham to move forward and submit plans to the Massachusetts School Building Authority (MSBA).

    On Tuesday, December 11th, the majority of Framingham’s voters who visited the polls, voted to support the the debt exclusion which will allow Framingham to utilize $39.5 million in state funding provided by the Massachusetts School Building Authority.

     

    The selection of the single preferred design and building option was submitted to the MSBA on May 9, 2018.

    Massachusetts School Building Authority (MSBA) Board of Directors voted unanimously to approve the City of Framingham’s plan for the Fuller Middle School on June 27, 2018.

    On Monday, August 27, 2018 the Framingham School Building Committee (SBC) reached a major milestone by unanimously approving the project budget for the new Fuller Middle School.

    On Tuesday, October 30, 2018 the Framingham City Council unamisouly passed the funding request for the total appropriation, as required by the MSBA. During discussion, multiple City Councilors indicated their support for this effort. 

    On Wednesday, October 31, 2018 the MSBA Board of Directors voted to approve a $39.5 million grant to build the new Fuller Middle School in the City of Framingham. 

    On Tuesday December 11, 2018 the majority of Framingham’s voters who visited the polls, voted to support the the debt exclusion which will allow Framingham to utilize $39.5 million in state funding provided by the Massachusetts School Building Authority.

    The rebuild of Fuller Middle School will offer more than a revamped educational space that services middle schoolers for many decades to come, but rather, acts as a hub for after school programming, weekend athletics, drama, and more.

    WHAT FRAMINGHAM RESIDENTS NEED TO KNOW

     
    The Fuller Middle School Building Project including the Feasibility Study, decision-making process on the approved design, and eventual public vote for approval should matter to everyone living in the city of Framingham. Your children may not attend Fuller Middle School but the project and approval to fund this project will impact the direction of education in our city for the future.

    • The proposed rebuild of the Fuller Middle School provides a community hub. With a new auditorium, athletic fields, and green space - these aspects will be available beyond school hours, all year long.
    • The quality and appeal of a city's schools directly affect property values in the city.
    • If approved, there will be tax implications. You have an opportunity to become a part of the process early to understand what that means.
    • This school will be built and serve the community for the next 70-100 years. It's important to build it with the features that will be important now and well into the future.
    • It's taken many years to get to this point with MSBA. As a City and Framingham Public Schools, we have an incredible opportunity to take advantage of significant state funding to complete the project. If the rebuild does not happen, the Fuller Middle School building will still be the City's top priority from a facilities maintenance standpoint which means that all other city school and building funds will be diverted to keep Fuller safe for occupancy.
