“Educational Benefit in the Least Restrictive Environment”
The Alvord Unified School District offers a continuum of educational services and program options that provide students with exceptional needs access to a free, appropriate public education, in the least restrictive environment. The Special Education Department provides leadership, administration and coordination of programming for schools serving students with special needs. We are part of the Riverside County Special Education Local Planning Area (SELPA). We work with Riverside County Office of Education (RCOE) and the California Department of Education (CDE) to obtain services for students with exceptional needs. We follow state and federal regulations regarding special education.
Referral
Each school site utilizes a Student Success Team to help assist any student who is having academic, behavioral, or other difficulties at school. Within this process, a history of the student is obtained and interventions to assist the student are implemented and documented over a period of time. If these interventions fail to remediate the difficulties, a referral may be made for a special education assessment.
Identification
If a parent or Student Success Team makes a direct referral to the school site or district office, the referral will be sent to the Special Education Department. Within 15 days of receipt of the request for assessment, the parent will receive either an assessment plan that outlines the proposed assessment or a Prior Written Notice outlining the reasons for denying the request for assessment. Once the assessment plan is signed, the district has 60 days to complete the assessment and hold an Individual Education Program meeting to review the results. This meeting includes the parents who are essential members of the team. Should the student meet one of the fourteen eligibility categories, an Individual Education Program describing supports and services will be written and implemented by the team. Once the team agrees to special education, the services cannot be changed unless the team reconvenes and develops a new plan based on the current disability and present levels of performance.

Riverside County SELPA (Special Education Local Plan Area)
The Riverside County Special Education Local Plan Area (SELPA) is the largest multi-district SELPA in California, with 25 local educational agencies (LEA) members. The SELPA is responsible for supporting members in the implementation of the legal requirements of the Individuals with Disabilities Education Improvement Act (IDEIA), and its supporting regulations for Special Education. The SELPA is the regionalized services link between the California Department of Education (CDE) Special Education Division and the LEAs. Members work collaboratively together and with other public agencies to make available a full continuum of special education services for students with disabilities from birth to age 22.
