Annual CUPCCAA Contractor Registration
The Alvord Unified School District (“District”) has elected to participate in the California Uniform Public Construction Cost Accounting Act (“CUPCCAA") which provides alternative bidding procedures when an agency performs public project work by contract. Public projects, as defined by this Act and in accordance with the limits listed in Section 22032 of the Public Contract Code, will be let to contract by informal procedures as set forth in Sections 22032-22045 of the Public Contract Code. All licensed contractors are invited to submit the name of their firm to the District for inclusion on the District’s list of registered bidders for Calendar Year 2019.
The registration process may include, but is not limited to:
- Contractor’s name and current, complete address, state and zip code.
- Contractor’s current telephone, fax number and email address where the Contractor may be reached or to which a Notice to Contractors can be e-mailed.
- List of all current Contractor’s License(s) held, License Number(s) and expiration date(s).
- Contractor’s Department of Industrial Relations ("DIR") Registration Number (must be valid at time of registration)
- Type(s) of work Contractor is interested in and currently licensed to perform, such as Class A - General Engineering, Class B - General Building, Class C – Limited.
Notification of projects may be sent to various trade journals for publication or posted on the District’s Purchasing Bid Page here as a requirement of CUPCCAA, and to establish and maintain a list of qualified contractors per the applicable sections of the Public Contract Code. This invitation is subject to any and all applicable laws, regulations and standards.Under CUPCCAA, public projects of SIXTY THOUSAND dollars ($60,000) or less may be performed by the employees of a public agency by force account, by negotiated contract, or by Purchase Order. (b) Public projects of TWO HUNDRED THOUSAND dollars ($200,000). If all bids received are in excess of TWO HUNDRED TWELVE THOUSAND, FIVE HUNDRED dollars ($212,500), (c) the governing body of the public agency may, by adoption of a resolution by a four-fifths vote, award the contract, at two hundred twelve thousand, five hundred dollars ($212,500) or less, to the lowest responsible bidder, if it determines the cost estimate of the public agency was reasonable.
NOTE: Pursuant to SB854 (effective July 1, 2014), Contractors must register annually with the Department of Industrial Relations (“DIR”) prior to bidding on public works projects.
