  • The virtual regular meeting of the Warsaw Central School Board of Education was called to order at 6:31 p.m. by Mr. Robb, Board President.

    Mr. Robb led the Pledge of Allegiance to the Flag.

     

    Mr. Winchip, candidate for the Assistant Principal/Athletic Director position, was introduced.

     

    Mr. Wilkins and Ms. Grisewood presented the 2022-23 Budget.

     

    Mr. Wilkins gave an update regarding the Facilities Conditions Survey.

     

    Moved by Mrs. Tangeman, seconded by Mr. Grover that the Board approve the contract with Letchworth Central School District for evaluation services, as proposed, and authorize the Superintendent to execute said agreement.  Motion Carried:  Yes 4, No 0, Abstain 0.

     

    Moved by Mr. McGinnis, seconded by Mrs. Tangeman that the Board approve the contract with Life Touch for the elementary yearbook, as proposed, and authorize the Superintendent to execute said agreement.  Motion Carried:  Yes 4, No 0, Abstain 0.

     

    Moved by Mr. Grover, seconded by Mrs. Tangeman that the Board accept the single audit report for the school year ending July 30, 2021 from Freed-Maxick CPAs, P.C.  Motion Carried:  Yes 4, No 0, Abstain 0.

     

    Moved by Mrs. Tangeman, seconded by Mr. Grover that the Board accept the donation of $1050 from partners for Prevention, with appreciation.  Motion Carried:  Yes 4, No 0, Abstain 0.

     

    Moved by Mr. Grover, seconded by Mrs. Tangeman that the Board appoint Lumsden McCormick external auditor for 2022-23 school year, with the option to extend their services for four years.  Motion Carried:  Yes 4, No 0, Abstain 0.

     

    Moved by Mr. McGinnis, seconded by Mr. Grover that the Board authorize the District Clerk to advertise for bids with regard to summer transportation services.  Motion Carried:  Yes 4, No 0, Abstain 0.

     

    Moved by Mr. McGinnis, seconded by Mr. Grover that the Board appoint Mrs. Tangeman as Clerk Pro Tem for the remainder of the Board Meeting.  Motion Carried:  Yes 4 No 0, Abstain 0.

    Executive Secretary to the Superintendent / District Clerk Roles and Responsibilities:

    Reporting directly to the Superintendent and Chief School Officer (CSO), the Executive Secretary to the Superintendent/District Clerk provides executive, administrative, and developmental support to the Superintendent and Board of Education. The Executive Secretary to the Superintendent serves as the primary point of contact for internal and external constituencies on all matters pertaining to the Superintendent or Board of Education and often communicates on behalf of the Superintendent.

     

    Executive Secretary to the Superintendent: The Executive Secretary to the Superintendent will help organize and maintain the schedule of the Superintendent and assist by performing a variety of administrative tasks. The Executive Secretary to the Superintendent must be a highly-functioning professional with excellent time-management and multitasking abilities. It is with diligence and competence of the Executive Secretary to the Superintendent that the Superintendent can focus on the District leadership responsibilities.

     

    The Executive Secretary to the Superintendent will exhibit the ability to constructively deal with conflict and afford effective resolutions. The person serving in this role will be able to successfully complete critical aspects of deliverables with a hands-on approach, including drafting acknowledgement letters, personal correspondence, and other tasks that facilitate the Superintendent’s ability to effectively lead the Warsaw Central School District.

     

    District Clerk: The Executive Secretary to the Superintendent also has the privilege to work with the Board of Education as the District Clerk, thereby providing exceptional recordkeeping, fostering transparency to the community, adhering to best practices in parliamentary procedure, and following all the education laws and regulations of the State of New York. This includes helping to develop and manage an effective schedule of Board of Education meetings, being sure the protocols and routines are followed. When questions arise, the District Clerk is expected to demonstrate the initiative needed to gather information and present potential solutions. The District Clerk is primarily responsible for organizing and managing the annual School Budget Vote and Board of Education Election. The work will involve attending evening Board of Education meetings, preparing board packets and capturing/preparing/posting meeting minutes.

     

    The Executive Secretary to the Superintendent is an Exempt 12-Month Confidential Civil Service position, which performs a wide variety of clerical support to the Superintendent of Schools and District Office. The Executive Secretary to the Superintendent reports directly to the Superintendent of Schools.

     

    MINIMUM QUALIFICATIONS:

    1. Civil Service Exempt Class Position
    2. Minimum of at least five (5) years office experience
    3. Experience in a fast-paced, highly confidential environment
    4. Proven ability to exhibit an exceptional level of professionalism, integrity, tact,

                 courtesy, and clear communication skills, both written and verbally, especially when

                 working with the public

    1. Excellent computer skills (Microsoft Office and Google preferred)
    2. Knowledge of New York State Education Law (preferred)
    3. Possesses license as Notary Public in NYS or must obtain within one year of appointment and maintain for duration of employment

    ROLES and RESPONSIBILITIES:

    1. Prepares all correspondence for the Superintendent
    2. Answers phone/fax and responds to requests or channels to appropriate persons
    3. Receives visitors and responds to requests

    4.       Maintains Superintendent’s correspondence files and all other document files

    as requested or required by law, and/or requested by the Superintendent

    1. Maintains records related to reports required to be submitted to state and/or federal

                 agencies

    1. Makes photocopies as requested/needed
    2. Maintains and processes purchases for Superintendent’s office
    3. Oversees District newsletters and District calendar
    4. Maintains all personnel records for all District employees
    5. Maintains tables of organization
    6. Maintains seniority status for all employees
    7. Maintains tenure lists
    8. Maintains certification lists
    9. Maintains job descriptions
    10. Processes and coordinates all paperwork related to instructional and non-instructional appointments of personnel (including Civil Service paperwork)
    11. Prepares and distributes job posting and advertising (Website, Penny Saver, ParentSquare, FB, local publications, etc.)
    12. Receives and maintains applications and materials beyond hiring
    13. Arranges for student disciplinary hearings and processes all paperwork
    14. Prepares emergency closing procedures and assists in closings.

     

    AS DISTRICT CLERK:

    1. Prepares agendas, attends, and keeps minutes for all Board of Education meetings
    2. Responsible for all correspondence and minutes related to BOE meetings
    3. Prepares for and oversees all Annual and Capital Project Votes
    4. Prepares for and distributes notes of official meetings to newspapers/community.
    5. Publish all legal notices.
    6. Prepares correspondence for the Board of Education.
    7. Manages voter registration and absentee ballots for the annual meeting and special

                 meetings

    1. Maintains an up-to-date record of Board policies and by-laws
    2. Prepares and maintains all required legal notices and language for Bonds, Bond Anticipation Notes, bids, etc.
    3. Ensures appropriate Board paperwork is signed by the appropriate members/parties.
    4. Receive/respond to, and /or execute all legal documents on behalf of the District
    5. Custodian of the School Seal.
    6. Publish/receive/open bids for purchasing of items/services.
    7. Administer oaths of office/allegiance for all school officers/staff.
    8. Performs such other tasks related to the Superintendent’s Office and Board of Education as determined appropriate by the Superintendent of Schools and Board of Education Leadership.

    EVALUATION:

    Performance of this position will be evaluated annually by the Superintendent of Schools in accordance with the Board of Education and/or specified contract.

    Moved by Mr. McGinnis, seconded by Mr. Grover that, upon the recommendation of the Superintendent, the Board approve the addition of one 10-Month Psychologist Intern Position and one 10-Month Social Worker Position for the 2022-23 school year.  Pay will be $20,000/annually with sick and personal time per the WEA Contract (for full-time employees – pay and benefits prorated for part-time staff).  Motion Carried:  Yes 4, No 0, Abstain 0.

  • The regular meeting of the Warsaw Central School Board of Education was called to order at 6:30 p.m. in the Middle/High School Building by Mr. Robb, Board President.

     

    Members Present:  Mr. Robb, Mrs. Royce, Mrs. Tangeman, Mr. Tarbell, Mr. McGinnis,

    The Board reviewed the list of bills dated April 22, 2022 and May 6, 2022.

    The Board reviewed the Appropriation Status Report and Revenue Status Reports for November 2021 (submitted by Treasurer January 2022) and April 2022

    Mr. Wilkins reported that arrangements are underway for the upcoming board workshop.  The History Regents was cancelled in light of recent events.  Administrators heard a presentation on Clean (Electric) Buses and a grant program to help meet the related mandates.

      The Warsaw Central School Board of Education orders, by approval of this resolution,

     

    1.       the unsealing and opening of the ballot box (safe) by the District Clerk

    2.       destruction of all ballots contained therein (together with the unused ballots) for the meetings/elections held in 2019, 2021.

    1. Assist faculty and staff with the operation and set up of electronic microcomputers and related peripheral equipment;

     

    1. Conduct in-service for school personnel in the use of computer hardware, printer setup and operations applicable to classroom and office needs

     

    1. Troubleshoot and review new programs to assure the compliance according to predetermined requirements;

     

    1. Monitor and maintain all computer equipment in operable condition. performing minor adjustments and scheduling maintenance as needed.

     

    1. Perform other duties and assume other responsibilities as supervisor may assign.
