Minutes for April 5, 2022

  • The regular meeting of the Warsaw Central School Board of Education was called to order at        

    6:30 p.m. in the Elementary School Building by Mr. Robb, Board President.

     

    Members Present:  Mr. Robb, Mrs. Royce, Mrs. Tangeman, Mr. Tarbell, Mrs. Baker,

    Mr. Grover

                                 

    Members Absent:  Mr. McGinnis

     

    Others Present:  Mr. Wilkins, Mrs. Monahan Ms. Grisewood, Mr. Webb, Mrs. D’Amico,

    Mr. Gayford, Mr. Bark, Mrs. Plotz

    Mr. Robb led the Pledge of Allegiance to the Flag.

     

    Ms. Grisewood presented the 2022-23 budget.

     

    Mr. Webb presented projected class size/sections/staffing at the elementary level.

     

    Mr. Wilkins congratulated the drama department on their successful production.  He also shared a request for an Alumni Soccer Game July 3rd and gave an update on the facility conditions survey.

     

    Fire Inspection Report Reviewed.

    Moved by Mrs. Royce, seconded by Mr. Grover that the Board accept the Fire Inspection Report of March 8, 2022.  Motion Carried:  Yes 6, No 0, Abstain 0.

     

    Moved by Mrs. Royce, seconded by Mr. Grover that the Board approve the following resolution, to-wit.

     

    WHEREAS, the Board of Education of Warsaw Central School District, Wyoming County, New York, has called for the Annual District Meeting of the qualified voters of said School District to be held on Tuesday, May 17, 2022; and

     

    WHEREAS, it is now desired to provide for the appointment of election workers for said Annual District Meeting; NOW, THEREFORE, BE IT

     

    RESOLVED, by the Board of Education of Warsaw Central School District, Wyoming County, New York, as follows:

     

    Section 1. Tamarah Plotz, a duly qualified voter of said School District, is hereby appointed as the permanent chairman of the Annual District Meeting referred to in the preambles hereof.

     

    Section 2. Mary F. Rudgers is approved as voting machine coordinator/election inspector.

     

    Section 3. The following named qualified voters of said School District are hereby appointed to act as inspectors of election of said Annual District Meeting, so that there shall be at least two inspectors for each ballot box or voting machine to be used thereat: Mary F. Rudgers, Margaret Zeches, additional inspector to be determined.

     

    Section 4. (To be determined) is hereby designated as chief election inspector.

     

    Section 5. Each inspector of election appointed for said Annual District Meeting, as herein provided, shall be entitled to minimum wage compensation for each hour actually and necessarily spent on the duties of his/her office. The Clerk of said School District is hereby authorized and directed to give written notice of appointment to the persons hereby respectively appointed as permanent chairman, coordinator and inspectors of election for said Annual District Meeting.

     

    Section 6. This resolution shall take effect immediately.

    Moved by Mrs. Tangeman, seconded by Mrs. Baker that, upon the recommendation of the Superintendent, the Board of Education adopt the 2022-2023 Budget in the amount of $22,743 for presentation to the voters in the following form:

    Shall the following resolution be adopted, to wit: 

     

    RESOLVED, that the budget for the Warsaw Central School District (the “District”) for the fiscal year commencing July 1, 2022 and ending June 30, 2023, as presented by the Board of Education of the District, is hereby approved and adopted and the required funds therefor are hereby appropriated and the necessary real property taxes required shall be raised by a tax on the taxable property in the District, to be levied and collected as required by law.

    Moved by Mrs. Baker, seconded by Mr. Grover that the Board approve the Property Tax Report Card for 2022-23, as per attached.  Motion Carried:  Yes 6, No 0, Abstain 0.

    Moved by Mrs. Royce, seconded by Mrs. Tangeman that the Board of Education approve the library proposition for presentation to the voters in the following form:

    Shall the following resolutions bet adopted, to wit:  

     

    RESOLVED, that the annual appropriation for the operation of the Warsaw Public Library be increased from $42,573.00 to $43,963.00 and that the Board of Education of the Warsaw School District, Wyoming County, New York, be authorized to levy the necessary taxes therefore.

    Moved by Mrs. Baker, seconded by Mr. Tarbell that the Board of Education approve the Intermunicipal Agreement with Letchworth and Perry Central School Districts, as presented, and authorize the Superintendent of Schools to execute said agreement.  Motion Carried:  Yes 6, No 0, Abstain 0.

     

    Moved by Mrs. Tangman, seconded by Mrs. Baker that the Board approve the non-public transportation requests for the 2021-2022 School Year, as long as the requests are within the required limits, and per Board Policy: Gilead School of Discipleship – Treadwell, Russell, Flint.  Motion Carried:  Yes 6, No 0, Abstain 0.

     

    The Board congratulated Mr. Gayford, students and staff on their successful production.

     

     

    Moved by Mrs. Tangeman, seconded by Mr. Grover that the Board appoint Mrs. Royce as Clerk Pro Tem for the remainder of the Board Meeting.  Motion Carried:  Yes 6, No 0, Abstain 0.

    Moved by Mrs. Baker, seconded by Mrs. Tangeman that, upon the recommendation of the Superintendent, the Board approve four part-time temporary seasonal laborer positions (as needed) to work a maximum of 400 hours each (at the approved starting rate for seasonal laborers) between July 1, 2022 and August 31, 2022.     July 11, 2022 - August 4, 2022 Monday - Thursday

    Students attend 9 am - 12 Noon

    For students entering 1st grade through 6th grade in the Fall 

     

    Teachers and Paraprofessionals

     

    6 teachers x 71 hours x $30/hour = $12,780 (estimate benefits at 28%) = $16,358.40

     

    6 Paraprofessionals x 67 hours x $20/hour* = $8,040 (28%) = $10,291.20

     

    Total not to exceed $26,649.60

     

    *Estimated at highest paraprofessional hourly rate. Actual cost will be at current employee rate.

     

    Supplies $200/classroom x 6 classrooms = $1,200.

     

    Transportation

     

    3 bus runs/day x 16 days x $274/run = $13,152.

  • The regular meeting of the Warsaw Central School Board of Education was called to order at        

    6:30 p.m. in the Elementary School Building by Mr. Robb, Board President.

    The Board reviewed the list of bills dated March 25 and April 7, 2022.

    The Board reviewed the Appropriation Status Report and Revenue Status Reports for March  2022.

    Mr. Wilkins reported that we are still investigating options for the Greenhouse Grant with DASNY.  Intern positions may be on the next agenda.

     

    Audit Committee – Information has been shared with the committee, but there has been no meeting.

     

    Finance Committee – Budget work.

     

    Policy Committee – Has not met.

     

    Technology Committee – Has not met recently,

    Moved by Mrs. Tangeman, seconded by Mr. Tarbell that the Board cast its vote for the Board of Cooperative Educational Services of Genesee-Livingston-Steuben-Wyoming Counties Board Members as follows:  Norbert Fuest, Roger Kostecky, Robert DeBruycker, Christy Crandall Bean.    Motion Carried:  Yes 5, No 0, Abstain 0.

    Duties and Responsibilities of Assistant Principal:

     

    1.      Assists in the general administration of the school and serves as the principal when the principal is absent.

    2.      Supports the development of positive community interaction by working cooperatively with school personnel, students and the community.

    3.      Assists with a variety of building programs, such as student-teacher programs, school improvement programs, school safety, instructional programs, and behavior.

    4.        Manages and implements the middle/high school discipline policies with follow-up on the students for both school and bus regulations.

    5.      Collaborates with mental health staff to support students.

    6.      Monitors and remedies attendance problems in conjunction with the school nurse(s), counseling department and attendance officer(s).

    7.      Supervises the lunchroom and lunch monitors in both the middle and high schools.

    8.      Supervises bus unloading/loading.

    9.      Assists with plans for faculty meetings and other professional meetings.

    10.  Assists the principal in improving and coordinating instruction through orientation and evaluation of staff.

    11.     Assists the principal with the development of the master schedule for each building.

    12.  Serves as a member of the following teams: District Administrative Team, School Level Safety Team(s), District Level Safety Team, Shared Decision Making Team and others as assigned.

    13.  Develops goals for his/her performance.

    14.  Engages in professional development.

    15.  Enforcement of academic eligibility policy.

    16.  Performs other duties and assumes other responsibilities as supervisor may assign.

     

    Duties and Responsibilities of Athletic Director:

    1.      Organizes and administers interscholastic athletics programs for the District.

    2.      Provides leadership in the selection, assignment and evaluation of coaches.

    3.      Assumes responsibility for the organization and scheduling of all interscholastic athletics events.

    4.      Coordinates and oversees:

    a.       all supervisory and support personnel at home interscholastic athletics events.

    b.      transportation for interscholastic athletics contest participants.

    c.       field and gymnasium usage schedules for all teams.

    d.      athletic awards presentations

    e.       interscholastic athletics budget

    f.        interscholastic athletic signups

    g.      internal and external building use

    h.      district concussion management protocol

    i.        field and gymnasium usage schedules for all teams

    5.      Provides sports roster to appropriate parties

    6.      Relay appropriate information to coaching staff

    7.      Coordinates the Athletic Placement Process

    8.      Collaborates with the Director of Facilities and Athletic Coordinator to maintain the safety of all interscholastic athletics facilities, equipment and fields.

    9.      Attends all local, section and state level meetings.

    10.  Consults with the building principal when a student violates training rules.

    11.  Consults with school nurses on issues of medical eligibility for student/athletes.

    12.  Coordinates community and media relations for athletic department

    13.  Performs other duties and assumes other responsibilities as supervisor may assign.

     

     

    Job Description:                    Athletic Coordinator

     

     

    Duties and Responsibilities of Athletic Coordinator:

    1.      Under the direction of the Athletic Director (responsibilities include):

    a.       schedule all supervisory and support personnel at home interscholastic athletics events.

    b.      transportation for interscholastic athletics contest participants.

    c.       field and gymnasium usage schedules for all teams.

    d.      assist with preparation and ordering of awards

    2.      Responsible for supervision at home interscholastic athletics.

    3.      Greet game officials and provide vouchers

    4.      Supervises the cleaning, repair, storage and security of all interscholastic athletics equipment.

    5.      Responsible for distributing and collecting all interscholastic athletics supplies and equipment.

    6.      Organization of inventory and equipment storage rooms.

    7.      Work with maintenance department on game field and facilities preparation

    8.      Performs other duties and assumes other responsibilities as supervisor may assign.

     

    *Athletic Coordinator is a yearly appointment posted annually in schedule B of the WEA Contract.

    *Athletic Coordinator will be permitted to coach interscholastic athletic teams.
