What happens when you mix two fifth grade classes, hundreds of styrofoam cups, a chain-link fence, and a week to celebrate character?
Horace Mann fifth graders lined up in two rows as teachers, Mrs. Weilbrenner and Mrs. Brown, directed placement of styrofoam cups to create a billboard on the fence along the east playground. The message, "A District of Character," promotes the week celebrating Ottumwa's award as the 2014 District of Character by Character Counts of Iowa.
