The Cabarrus County Board of Education has begun reviewing options for creating a new boundary for Royal Oaks Elementary School in anticipation of the new school’s opening in August 2018. The BOE reviewed three scenarios at its Work Session on Oct. 2nd and proposed the fourth scenario. Two new scenarios were added on November 16th. The additional two scenarios, (E & F below) were created using feedback received through the information sessions in October and the Public Hearing on Nov. 6th.Several schools may be affected by the new boundary created for Royal Oaks Elementary School. This site includes maps and information about the scenarios, as well as key dates in the process.
The Cabarrus County Board of Education Public Hearing scheduled for Monday, Dec. 11th at 7 p.m. has been cancelled. Superintendent Lowder will recommend the Board of Education delay its decision on redistricting the Royal Oaks’ boundary for one year.

Will rising 5th graders be grandfathered if plan A is selected to finish at their current school?
Posted by:The Cabarrus County Schools Policy 4150 Section F # 3 states "As new schools are opened and students redistricted, the board may allow a student in a transitional grade (currently grades 5, 8, 12) to remain at his/her previously assigned school. This provision, however, will not apply to siblings. The parent or guardian is responsible for providing on time transportation (except for homeless student transfers for which the system will provide transportation in a manner consistent with legal requirements and Policy 4125)"

My child attends BHES as a STEM magnet student, what are my options if BHES closes?
Posted by:Winecoff is currently the designated STEM location for BHES students. If all of the BHES students want to attend STEM and there is no room at Winecoff, the district will designate another location.

Why does WES have room for STEM but ROES has no room for STEM?
Posted by:WES is currently approved as a neighborhood STEM and ROES is currently approved as a Fine Arts magnet. Future decisions will depend on the BOE's decision for the ROES boundary.

Can a new BHES be built on the current Wil-Mar Park site?
Posted by:No, there is not enough land to build an ES. Plans currently require 10 to 15 acres to build a new ES and the topography is not condusive for buildings and/or parking.

Where is the anticipated growth for the county? How is it reflected in the scenarios?
Posted by:The growth is currently concentrated on the western side of the county. Student growth is factored into all the scenarios . The Cabarrus County Planning Dept provides the system with permit data every 2 weeks which allows us to see where the permits are being pulled. This data along with a formula is used to determine the student generation rates for specific housing types. It allows us to project how many students will come out of specific areas of housing.

How do the current scenarios affect current NCMS and NCHS?
Posted by:There is no affect, the MS and HS feeders will not change.

Is priority given to siblings who choose to attend the same Choice Program as their sibling?
Posted by:Yes, priority is given, where space is available, to siblings living in the same household.

Posted by:Based on your address, your child will attend JN Fries Middle for STEM middle.

My child attends BHES, how can I ensure continued enrollment in a STEM program for my child?
Posted by:You may complete the annual renewal each year before the renewal date deadline for your child and his/her spot will be saved.

Has the option of Combining BHES, RBMES and CWES in 1 school downtown been discussed?
Posted by:The system is unable to build a elementary school large enough to absorb all 1300 elementary students from these 3 schools in one building. The current plan size for an elementary school is 940 students.

Is the county trend toward bigger elementary schools and away from neighborhood schools?
Posted by:To be good stewards of tax payer dollars and for the purposes of growth, the current plan size of an elementary school is around 940 students.

What is the 3 - 5 year plan for RBMES and CWES? Will they rebuild as 1 school?
Posted by:RBMES and CWES are in the 10 yr plan to be combined between 2020 and 2022.

If current BHES students go to ROES, what will the middle and high schools the child will flow into?
Posted by:ROES is a Fine Arts magnet, ROES feeds Concord Middle and Concord High. These students would have a choice of home middle or high or possibly a Fine Arts program at the middle or high school when created.

Posted by:This has not been discussed or would not be considered an option.

What middle and high school will current BHES students attend if they chose the STEM at Winecoff?
Posted by:At present, Winecoff is not a magnet program, it is a neighborhood STEM. This will not be decided until the BOE approves boundaries for ROES.

If a BHES student is picked for Winecoff STEM, ho is responsible for transporting?
Posted by:Decisions about programs and transportation for those programs cannot be made until the BOE approves a boundary for ROES.

If BHES students are moved to ROES what are the plans for the current BHES building?
Posted by:There are discussions about options, however any option would need to be approved by all stakeholders(district & county). A couple possibilites are: A Pre-K center or A Staff development center.

How long will BHES remain viable in it's current condition?
Posted by:This is unknown, there are more capital projects needed at BHES.

Why does a decision HAVE to be made in December?
Posted by:Program Chioce is again near. Parents must have time to choose a program. Staff needs time to prepare for school year(training, etc.). Parents and staff need preparation and planning time.

Posted by:At this time, the BOE must approve a boundary for Royal Oaks Elementary.

Posted by:No Title 1 funds were used.

Why was Royal Oaks built with such an excess of capacity if there is no growth in the area?
Posted by:The Board of Education decided to increase seats for district growth and cost effectiveness.

What will happen to the staff at BHES and ROES if these schools merge?
Posted by:The majority of the staff will follow the students. When there are duplicate positions, we anticipate retirement and other vacancies will resolve those issues.

Will the BHES staff have to abandon the STEM approach that better suits the needs of students?
Posted by:In regards to staff development, the training teachers receive is Problem Based Learning which is not specific to STEM or Fine Arts.

Are you concerned about creating a large school with a high SES percentage?
Posted by:Yes, that is always a concern. The intent is to help balance SES with opportunities like Program Choice.
