Citizen's Bond Oversight Committee

Following the passing of the Measure S Bond in April 2011, the Board of Education established the Citizen's Bond Oversight Committee (CBOC) in accordance with the Strict Accountability in Local School Construction Bonds Act. The CBOC oversees the expenditures of bond proceeds generated from Measure S to inform the public and generate an annual report to the Board of Education.
The CBOC is comprised of seven members appointed by the Board of Education and representing a range of community groups. CBOC members are appointed to either one- or two-year terms, and may not serve more than three (3) consecutive terms or a maximum of six (6) consecutive years. The Committee meets quarterly.
CBOC Mission StatementThe Glendale Unified School District Measure S Proposition 39 Bond Citizens’ Oversight Committee (the “Committee’) is charged under The California Education Code, and the California Constitution, with direct taxpayer review of the Measure S Bond expenditures endorsed by the voters on April 5, 2011. The Committee shall actively review and inform the public about the expenditures of the Bond proceeds to ensure that the spending decisions made by elected officials conform to Measure S and comply with the governing provisions of the Education Code and the California Constitution. While the Committee does not have the authority to direct how bond proceeds are spent or to establish the priorities for expenditures, the Committee is charged with oversight, review, reporting and inspection duties and activities related to such expenditures as fully described in the Committee’s By-Laws and as authorized by the California Education Code Sections 15278, 15280, 15282, and the California Constitution, Article 13A, Section 1. Adopted Monday, October 24, 2011.
