CELDT

The California English Language Development Test (CELDT)  is administered initially to newly enrolled students whose primary language is not English and annually to English learners (ELs)  in Kindergarden through 12th grade in order to identify students who are limited English proficient, determine the level of English language proficiency of students who are limited English proficient, and assess the progress of limited English proficient students in acquiring the skills of listening, speaking, reading, and writing in English.

FAQ about CELDT

If a student is selectively mute, may an IEP team recommend that the student take an alternate assessment for the speaking domain?

Yes. Reclassification can be made based on the other three domains (Listening, Reading, Writing).

 

What are the requirements for IFEP (Initial Fluent English Proficient)?

THe CELDT Information Guide  provides the following guidance on IFEP requirements:

A K-1student may be designated IFEP if:

  • Overall CELDT is Early Advanced (4) or Advanced (5), and
  • Listening and Speaking are Intermediate (3), Early Advanced (4) or Advanced (5)

 

A grade 2-12 student may be designated IFEP if:

  • Overall CELDT is Early Advanced (4) or Advanced (5), and
  • Listening, Speaking, Reading, and Writing are Intermediate (3), Early Advanced (4) or Advanced (5)
