• Green Canyon High School School Community Council Meeting

    Tim Smith started the meeting and introduced the New Bond Proposal that is scheduled for a vote this coming November.

     

    Tim presented the need for a bond, giving some data about the district:

                There are 41 districts in Utah and CCSD has the largest population

                There are 20,000+ students (preschool included)

                The district serves 27 different communities

     

    He reviewed the past bond in 2013, and what it entailed.

    Tim reported that in the past 10 years, the school district has added 4,197 students

                11 Elementary schools are now over capacity

                1 Middle School is over capacity

                The district has 38 portables at different schools

     

    The state has funded all day kindergarten, however not all schools in the district are able to provide it because of space issues.

     

    Building Task Force recommended:

                $139 million bond to help build:

                *2 new middle schools in Nibley and Hyde Park

                *Convert Spring Creek Middle School to an Elementary School

                * Build a new elementary school in Hyde Park

                *Implement new safety and security measures in 25 schools

     

    Advantages to passing the bond:

                *It will move 6th grade from elementary school back to middle school

                *Solves problems for elementary schools and middle schools space

                * It will give all day kindergarten access to all 27 communities

                * There will now be 4 middles schools to feed into the high schools

     

    Architects have made a new layout for the middles schools, they have saved money by actually replicating the building designs for both

     

    There will be new middle schools in Hyde Park and NIbley, a new Hyde Park elementary school, and Spring Creek will turn into an elementary school.

     

    Safety and Security Enhancements:

                *Standard Response Protocols are in place, but will be used for all schools

                * Controlled Entry (going through main office to get into the school)

                * Enhanced communication system

                *Access control: Schools will be able to lockdown the school with just 1 key fob swipe.

                *Updated and enhanced surveillance systems

     

    Questions:

     

    Will there be an increase in the tax rate? No.  Property owners can anticipate no tax rate increase related to the bond.  Property values may go up, but that is not because of the bond. The district has worked out a budget that can keep the current rate or possibly lower for the bond.

     Ex: a home value of $524,000 will pay about $234 per year, Business owners with same or similar value will pay $426 per year

     

    From a study done by the U of U, the district projects that growth in the valley will start to slow. 

     

    Boundary lines for schools should not change, those who go to GCHS now will have a new middle school.  Rearranging boundaries is not the first go to if there needs to be a change.

     

    Regarding concerns about Logan district students coming over to CCSD, Tim said that 491 students came from Logan district, but CCSD lost 350 students who moved to Logan district.

     

    Anticipated start date if the bond passes is Spring of 2024.  Anticipated open date for schools will be Fall of 2026. 

     

    If the bond does not pass, we may have to look at year round school or more portables.

     

    Friends of the Bond meets on Sept. 19th, 8pm in district office room C3 (district office on main)

     

    Jared Black (Financial expert for the school district) said the Bond Task force put a hard line on expenses to help the bond pass.

    It was discussed how we can get the information out to parents so that the bond will pass.  Community Council members were given some information flyers to hand out with a QR code for more information.

     

    Jim Crosbie gave his thoughts about being the new principal and introduced his Vice Principals.  He suggested we might have voting online for the Community Council Chair, Vice Chair, and secretary

     

    There will be a training on October 3.
