3 Year Program: Cadets test after year 3 in JROTC

AFJROTC Curriculum lessons and learning outcomes and objectives directly support cadet preparation for earning a NOCTI industry-based CTE credential.

BACKGROUND: In an effort to strengthen JROTC’s position in CTE and to help meet the demands of a 21st Century Workforce, the National Occupational Competency Testing Institute (NOCTI) partnered with JROTC to develop a CTE credential that directly reflects employability skills demonstrated by JROTC cadets.

JROTC currently receives CTE credit in 30 states.

     - Aligned with Government and Public Administration Cluster, no standardized pathway.

     - All curriculum is COGNIA accredited.

     - Cadets explore, choose, and follow their own career paths while instilling needed life skills.

     - Many states currently recognize JROTC completion certificates for CTE, but not counted as industry-based credential in all states.

            -- NOCTI credential will satisfy industry-based credential requirements.

     - JROTC has over 500,000 enrolled cadets.

-- Credential is available to every cadet.

-- Over 55% of JROTC programs are in Title 1 schools.

-- JROTC programs serve a large percentage of immigrant and minority populations.

-- JROTC provides stability and mentorship needed regardless of social-economic status.

     - Perkins V quality indicators.

            -- JROTC service programs have a combined graduation rate exceeding 95%.

            -- Credential post-secondary connections.

                        --- Military enlistment.

                        --- Senior ROTC scholarships and Service Academy appointments.

                        --- Cadets can receive up to one year of Senior ROTC credit.

                        --- Defense Civilian Accessions criteria.

                        --- Military aviation and cyber careers.                          

     - Assessment used to evaluate specific competencies and skills.

-- Meets Perkins V emphasis on evaluating program quality.

-- Common leadership curriculum taught by all JROTC service programs.

-- Pilot testing was completed June, review of results completed in July 2021.
