Our district collaborates with non-public, not for profit, schools that reside within or adjacent to the Clovis Unified Attendance boundaries. Clovis Unified currently serves six schools as listed below.

The Every Student Succeeds Act (ESSA) requires that non-public, not for profit, schools have “equitable access” to the funds and/or services provided by the following Federal Titles under ESSA and administered by Clovis Unified. Title IX of ESSA requires that non-public schools be consulted in a “timely and meaningful way” before funds or services are provided to the non-public schools. All funds and services must be supplemental and must not benefit the non-public school “in general”, and must be targeted at students’ needs as determined by a needs assessment.
All non-public schools within the Clovis Unified attendance area that are listed on the California Department of Education website as having a current affidavit on file that certifies they are not for profit schools to determine if they wish to participate in Title I Part A – Improving the Academic Achievement of the Disadvantaged, Title I Part C-Education of Migratory Children, Title II Part A- Improving Teacher Quality, Title III Part A – English Language Acquisition, Language enhancement, and Academic Achievement Act and Immigrant, and Title IV, Part A: Student Support. CUSD receives Title I Part A, Title I Part C, Title II Part A, Title III LEP and Immigrant Funds.
The following information should be helpful in assisting you in making decisions to participate in Title I Part A, Title I Part C, Title II, and/or Title III and Title IV. If you accept these funds, we will hold three consultations throughout the school year to discuss the proper use of these funds as well as setting goals reflecting your student achievement and school needs with the use of an Instructional Plan.
Title I Part A – Improving the Academic Achievement of the Disadvantaged
- Title I funds provide Federal funds to students at risk of failing to meet State content and performance standards. These students are called Educationally Disadvantaged Youth (EDY). Such students residing in Clovis Unified Title I school attendance areas, but attending a non-public school are eligible for Title I services.
- Title I funds can only be used to provide services to EDY students. The funds cannot be used as general aid to the school.
- In CUSD, Title I schools are determined or eligibility using Free and Reduced Lunch counts as they poverty index. All funds will be allocated to schools, both public and non public, based on the number of Free and Reduced Lunch students. Therefore, in order to receive funds, a non-public school will be responsible to provide CUSD with its poverty index count for Free and Reduced Lunch, address and grade level. If you participate, this information will be collected by CUSD on an annual basis.
- Criteria for student participation in Title I will be established by CUSD. The non-public school must apply the same criteria established by CUSD for student eligibility, Criteria are based on diagnostic tests, standardized tests, rubrics, etc. Based on the established CUSD criteria the non-public school will be required to administer the appropriate tests, submit the test results, and the list of its eligible students. The student list must contain name, grade, gender, ethnicity, year of birth, and area to be served (reading/language arts, math, social science, and/or science).
- In consultation with the non-public school, CUSD will determine the Title I Program Services and a written Instructional Plan will be developed. Title I Services will be provided by CUSD at a CUSD Title I School. The plan would include a school overview, achievement data, analysis of achievement data, description of student gaps, descriptions of how Title I funds would be used , staff development activities, and parent involvement activities. Schools must purchase materials and assessments to monitor and evaluate their program. The plan also contains budget and other required demographic information. Before any plans are implemented, they must be approved by the CUSD Governing Board.
- For accountability, the non-public school will be required at their expense to test its participating students annually using the state required assessment. Consultations will include a review of assessments administered, student achievement data, areas of strength and weaknesses and school goals and objectives.
- A written evaluation is required at the end of the school year. This evaluation will be completed by CUSD with input and consultation with the non-public school.
- All private school staff members are to complete an annual Needs Assessment Survey listing areas of possible professional development for the staff.
- Non-public schools wishing to participate in Title I will receive their equitable share of funds (based on the poverty index).
All of the above state funds are thoroughly reviewed during an initial consultation with CUSD and the private non-profit school who opted to receive equitable services and reviewed throughout the school year. Annually, we conduct a Staff Needs Assessment with you and your staff collecting information as to your sites’ curricular needs reflective to on going professional development. In addition, we ask schools to complete an annual Program Evaluation to be used to evaluate all services to provided to your site. The data collected from the Needs Assessment and Evaluation Survey is reviewed and provided to the school in a School Summary Report by the CUSD Department Of Supplemental Services.
