    The Special Populations program is a federally funded program which provides remediation to students in career and technical classes. The Carl D. Perkins Act of 2006 identifies six categories of students from  special populations that are to benefit from this program: Individuals with disabilities; Individuals from economically disadvantaged families, including foster children;  Individuals  preparing for nontraditional fields; Single parents, including single pregnant women; Displaced homemakers; and Individuals with limited English proficiency.
     
    Special populations’ services focus on recruitment, enrollment, instruction, retention, completion, placement, and follow-up of special populations preparing for high skill, high wage occupations and/or nontraditional employment in new and emerging careers. The purpose of instructional services rendered by special populations personnel is to enable special populations students to experience success in their chosen career and technical education  programs.

    The primary function of the CTE Counselor is to provide a comprehensive competency-based counseling program focused on the learning, personal/social and career and technical needs of all students. Keeping up to date with labor market information, legislation, and  professional and academic developments by visiting employers, training providers and training events run by educational and professional bodies plays an integral part of this program. 

    The administration of standardized tests (CPAS & National Certifications) to assist students in evaluating their aptitudes and abilities through the interpretation of individual test scores and other pertinent data are included.  Working with students in evolving education and occupation plans in terms of such evaluation culminates the program.
