MTSS and I&RS Process

SHRSD incorporates a Multi-Tiered System of Supports to identify and address students’ educational needs. Following guidance from the NJ Department of Education, SHRSD utilizes a three tiered model of increasing levels of intervention to meet the needs of every learner.

The district administers a variety of benchmark assessments at different times during the year in order to monitor student progress and to collect data to inform curriculum and instruction. In some cases, when a teacher feels he or she requires additional supports to address an academic or functional concern for a particular students, a request for assistance may be made to the school’s Intervention and Referral Services (I&RS) Team.


Each school’s Intervention and Referral Services Team uses data driven, collaborative teamwork to support classroom teachers working to address the needs of students demonstrating academic and behavioral challenges. Through the I&RS process, parents, caregivers, and district staff work together to identify goals and develop an individualized intervention plan based on a student’s specific needs.



What happens when my child’s teacher requests assistance?

In almost all cases, parents will hear from their child’s teacher(s) in advance of the teacher requesting assistance from the I&RS Team. When a referral is made, the I&RS Coordinator will reach out to ask some background questions, gather input, and to schedule a meeting.  


What happens in an I&RS meeting?

The Intervention and Referral Services Team meeting is meant to be thorough and efficient. Data will be used to determine 1-2 targeted goals for the student and interventions will be developed to support progress toward the goal(s). The team will agree on what data will be used to monitor the student’s progress and a follow up meeting will be planned. Follow up meetings usually take place 6-8 weeks after the intervention begins. 


What is my role in the I&RS process as a parent?

Parents are an integral part of the Intervention and Referral Services process. You are a core member of your child’s I&RS Team. It is important that you share your perspective, observations, and insights in order to ensure the best choices are made for targeted goals and interventions. You should ask questions at any time before, during, and/or after the meeting(s) and leave feeling comfortable and confident about the plan for your child and their teacher(s).
