2025-2026 Board Goals

The Board of Trustees typically holds one monthly meeting.  Meetings begin at 6:00 pm unless otherwise noted and are held in the boardroom at the School District of Oconee County Office, 414 South Pine Street, Walhalla, SC.

All meetings are open to the public except those executive sessions allowed under the South Carolina Freedom of Information Act.

The board conducts meetings for the purpose of carrying on the official business of the school district. The meetings are not public forum meetings but are meetings held in public. Orderly conduct of a meeting does not permit spontaneous discussion from the audience. Community members are provided opportunities to voice opinions at designated times (Public Comment) during each board meeting. Notice of all meetings is given to the public, in advance, and any changes in the meeting schedule are announced through the news media.

Any resident of Oconee County has the opportunity to speak publicly at a board meeting. Time is set aside at each  meeting for public comment.  School Board Policy BEDH  governs how public comment during meetings.  

Public comment by an individual is limited to five minutes.  A group of individuals must choose one spokesperson as a representative with a time limit of 10 minutes and limiting the presentation to one issue. Attacks on community members, the Board, or district staff are not appropriate in this forum.

The School District of Oconee County Administrative Policy Manual is a group of policies passed by the Board of Trustees that is used to govern the school district.  Policies are broken down into the following categories:  Foundations and Basic Commitments; School Board Governance and Operation; General School Administration; Fiscal Management; Support Services; Facilities Planning and Development; Personnel; Instruction; Students; School-Community-Home Relations; and Education Agency Relations.

The five elected members will be elected every four years in the November general election. One member will be elected from each of the five county council districts. Trustee terms will be staggered with appropriate seats to be filled every two years. Districts II, IV, and V are elected in one cycle; districts I and III in the following cycle.  

The officers of the board are chairman, vice chairman and clerk. Each will be elected for a term of two years at the first board meeting following each November general election. Officers will be elected by a majority vote of the board.

If a board member is unable to fulfill the term he or she was elected to, the vacancy will be filled according to Administrative Policy BBBE Unexpired Term Fulfillment/Vacancies

The South Carolina School Boards Association serves as a source of information and as a statewide voice for boards governing the 79 public school districts. The mission of the South Carolina School Boards Association is to be the leading voice advocating for quality public education while ensuring excellence in school board performance through training and service. 

The School District of Oconee County is a member board of the SCSBA.  All Board Trustees complete professional development and training through SCSBA's Boardsmanship Institute.  SCSBA, as a member of the National School Boards Association, supports the four major roles envisioned for all of the nation’s school boards: Vision, Structure, Accountability and Advocacy. The promote those areas through the following standards:
