Board President: Gina Daly

She currently serves as a Board liaison on the following committees: High School District Budget Advisory; Capital Facilities Executive Planning (CFP) Committee; Parcel Tax; Marin County School Boards Association and Joint Legislative Action Committee, where she serves as a co-chair. She is the trustee representative of the Board of Directors of the Marin County School Board Association. In addition, she serves as an alternate on the City/County/School Districts Liaison Committee and the HeadsUp Foundation. Ms.Daly is Marin's elected delegate to the Assembly of the California School Boards Association from 4/1/22 - 3/31/24.
Gina currently serves as the Director of Federal Relations for UC Berkeley. In this position, she is the chief federal advocate for the campus, including serving as spokesperson for federal policymakers and administrative officials. She develops and promotes policy and funding priorities for campus leadership, faculty and students. Daly works with the regional Congressional delegation and appropriators to increase federal research funding, student financial aid and prevent budget cuts. She has also served in leadership positions for the Association of American Universities (AAU) and the Association of Public and Land-Grant Universities (APLU), most recently as the elected Chair of the Council on Government Affairs for APLU.
Prior to working for University of California, she was Director of Field Services for United States Senator Dianne Feinstein representing the Senator in 28 Northern California counties, including advising the Senator on local, regional and statewide issues. Gina began her political career in Washington, DC working on Capitol Hill for Speaker Nancy Pelosi and Senator Feinstein. She received her Masters in Public Policy from UC Berkeley’s Goldman School of Public Policy and graduated cum laude with Honors in Government from Claremont McKenna College.
Gina was appointed by the former City of San Rafael Mayor Gary Phillips to serve on the Wildfire Prevention Committee and is the President of the Terra Linda Homeowners’ Association. She lives in the Terra Linda neighborhood with her husband Kieran and their young children William and Juliet.
Vice President: Lucia Martel-Dow

She currently serves as a Board liaison on the following committees: Superintendent’s Student Advisory Council and Marin County School Board Association. In addition, she serves as an alternate to the District English Learner Advisory Committee (DELAC); the City/County/School District Liaison Committee; Marin County Efficiency and Effectiveness (E2) and the Community Schools Advisory Council.
Lucia joined the Immigrant Legal Resource Center (ILRC) in 2021 as Director of the New Americans Campaign (NAC). The NAC is a national collaborative committed to increasing the number of lawful permanent residents who naturalize in the United States. Before joining the ILRC, Lucia worked as Director of Immigration and Social Services at Canal Alliance. She oversaw the immigration legal program and the social services department, offered legal representation, and advocated for policies advancing immigrants in Marin County, CA. Lucia was born and raised in Venezuela, where she attended law school. She was a member of the Venezuelan Foreign Service before moving to Madrid, Spain, where she worked on human rights and immigration policy issues in an international organization serving 22 Ibero-American countries. In 2007, she moved to San Francisco to be with her husband. Lucia worked in the non-profit sector and later ventured into the corporate world as a compliance consultant in the financial industry.
Lucia has a Master of Laws Degree from University of California, Hastings College of the Law and a Master of Laws in International Law and International Relations from the Complutense University of Madrid. She is a Commissioner with Marin First Five and a board member of Ritter Center. Lucia is bilingual in English and Spanish. She lives with her husband and eight-year old daughter in the Marinwood neighborhood in San Rafael.
Board Member: Linda M. Jackson

Linda M. Jackson was originally appointed to the Board to fill a vacancy in February 2006. She was elected to four years in November 2007 and was unopposed in the 2011, 2015 and 2020 elections. Linda represents SRCS area 3. Linda serves as Board liaison to the Superintendent's Parent Advisory Council, Teacher Leadership Team, City/County/Schools District Liaison Committee, Elementary School District Budget Advisory Committee, and the Community Schools Advisory Council. In addition, she serves as an alternate on the High School District Budget Advisory Committee, the Parcel Tax Committee, the Joint Legislative Action Committee (JLAC) and the Board of Directors of the Marin County School Board Association.
Linda's key board initiatives are the Community Schools Initiative and Student Voice. Previously, she served as Board President 2021 and 2022, and in 2010 and 2011. Linda was a founding member and past co-chair of the Marin County Office of Education’s Efficiency and Effectiveness Committee and served on the Executive Committee of the Marin County School Boards Association. She was Marin's elected delegate to the Assembly of the California School Boards Association 2009 - 2015. Linda is honored to be recognized as 2017 Marin Trustee of the Year.
Linda serves on the boards of the League of Women Voters, the Marin Environmental Housing Collaborative, Housing Crisis Action, and Sustainable San Rafael. She was previously on the boards of 10,000 Degrees (volunteering 15 years as a mentor for first-generation college applicants) and Canal Alliance. Linda is Program Director of the Marin Aging Action Initiative. Earlier, she was Planning Manager with the Transportation Authority of Marin and Principal Planner with the City of San Rafael. She and her husband have three children and one goddaughter who attended San Pedro and Coleman, Davidson and San Rafael High.
Linda has an MA (Latin American studies) and an MS (Community and Regional Planning) from the University of Texas at Austin and a BA from Wellesley College. After college, Linda was a Peace Corps Volunteer in Ecuador.
Board Member: Carolina Martín

Carolina Martín was appointed to the Board in March 2022, filling a vacant seat. She was then elected to serve for four years in the November 2022 General Election.
Carolina serves as a Board liaison on the following committees: Marin County School Board Association; Marin County Golden Bell; Marin County Efficiency and Effectiveness (E2); Marin Promise Partnership Council; and the HeadsUp Foundation. In addition, she serves as an alternate on Elementary District Budget Advisory; Capital Facilities Executive Planning (CFP); Superintendent's Parent Advisory Council and Marin Promise Partnership Council. She also serves on the Glenwood Elementary's School Site Council.
Carolina brings experience as a classroom teacher, a school-site council member, an education nonprofit leader, in addition to active community involvement, to her service on SRCS’s Board of Education. As a parent with two children in the District, and as an immigrant to this country, Carolina is committed to supporting children and young adults seeking access to education and meaningful careers.
As Vice President of Development for United Way Bay Area, Carolina mobilizes the Bay Area to assist people living in poverty and to dismantle its root causes in our communities. Previously, she led fundraising and operations at award-winning education non-profit organizations, including: Donors Choose, Summerbridge, Students Rising Above, and Hispanic Scholarship Fund. Additionally, Carolina has helped to raise over $20M in philanthropic partnerships to support entrepreneurs of color.
Carolina currently serves on the Board of Directors of Bridge the Gap College Prep and San Rafael Little League. Outside of work, she enjoys spending time with her family, coaching her daughters’ baseball team, running with her dog, cooking, traveling, and being outdoors.
Board Member: Marina Palma

Marina is the mother of six children and the grandmother of nine. As an immigrant and mother, her passion has always been to advocate for immigrants’ rights and education. She has been a community organizer and advocate for the Latino community for over 20 years.
Due to the lack of access to extracurricular programs and sports for children in the Canal - especially for girls and boys - Marina, along with other volunteer members of the former Canal Community Council, founded the Canal Mini Soccer League, a women's soccer team and a soccer clinic for boys and girls. Canal Mini Soccer League offers opportunities for children to play sports and parents to build community. After the Canal Community Council ended, Marina became the Canal Mini Soccer League Coordinator, which she continues to this day.
Marina is also a founding member of Voces del Canal, which is a coalition of Canal leaders who came together to organize community-driven advocacy efforts. In partnership with local government and community based organizations, Voces del Canal affirmed its role as a true local expert and empowering the collective experiences of Canal residents to realize their vision of a stronger and safer Canal.
Marina works for the City and County of San Francisco, as a Senior Eligibility Worker. Her vision to see all children graduate ready for a higher education; their well being and safety are what drive her to continue to advocate.
San Rafael City Schools Board of Education consists of five members who are elected at-large by the entire San Rafael community to serve four-year terms.
This five-member Board is the policy-making body that governs both the San Rafael Elementary School District and the San Rafael High School District. The Board is charged with providing a quality educational program for students in grades kindergarten through 12 in accordance with the California Constitution, the laws of the State, and adopted Board policies.
Three student board members representing each of the three high schools (Madrone High School, San Rafael High School and Terra Linda High School) and two student board members representing each middle school ( Davidson Middle School and Venetia Valley Middle School) serve one-year terms as student representatives.
Compensation
Board members in San Rafael City Schools are not compensated for their public service. Unlike other school district jurisdictions, elected trustees do not receive a monthly stipend or compensation for their term in office. The Board of Education views Board service as a voluntary contribution to the community and per city charter receives no compensation. Election Procedures
Per Education Code, any person is eligible to be a member of the Board of Education, without further qualifications, if he/she is 18 years of age or older, a citizen of the state, a resident of the school district, a registered voter, and not legally disqualified from holding civil office.
