    The intent of the foreign exchange program for J-1students is to provide a cultural and educational experience in an American high school. This cultural and educational experience can benefit all students by having the opportunity to become familiar with individuals from diverse backgrounds and cultures.

    1. Admission - a limited number of Foreign Exchange Students (FES) will be admitted to the Cache County School District for the purpose of international understanding and cultural enrichment. The number of FES admitted will correspond to the funded allotment from the Utah State Board of Education, which may vary from year to year. Students must be sponsored by an agency that is
      accredited with the Council on Standards in International Educational Travel (CSIET). Exchange students must be of the same general age as district high school students. FES will only be enrolled for one school year. The District reserves the right to cancel a FES enrollment if the FES becomes an unreasonable burden upon the public schools or other public agencies.
    2. One-to-One Exchanges - As provided by UCA 53G-6-707[6), the District will enroll as an FES if the FES is sponsored by an approved agency and attends the same school during the same time period that another student from the school is sponsored by the same agency and enrolled in a foreign country; and is enrolled for one school year. A One-to-One Exchange as outlined will not count against the funded allotment from the Utah State Board of Education as explained in subsection A. above.
    3. High School Graduation - Foreign Exchange Students will not qualify for high school graduation nor will they receive a high school diploma. Sponsoring agencies, host families, and other parties may not advertise participation in formal graduation exercises from high school as an expectation for FES.
    4. Fees - No special/additional fees will be charged to Foreign Exchange students. They will, however, be expected to pay fees that are required of regular students.
    5. I-20 Forms- The district does not issues 1-20 form for any potential students.

    Admission Policy for Foreign Exchange Students

    1. J-1 Visa Exchange Students: Foreign exchange students seeking admission on a J-1 visa must be sponsored by a district-approved agency or program in accordance with board policy. These students are issued J-1 visas by the U.S. Department of Immigration and must be approved by the Cache County School District Board of Education.
    2. Tourist or Visitor Visa: As per state regulations, the district does not accept foreign students visiting on tourist or visitor visas.

    3. Dependents of Visa Holders: Children of parents residing in the country under work or educational visas may be enrolled in district schools.

    4. Placement Limits: The number of foreign exchange students placed annually is determined by the Utah State Board of Education based on available space and legislative resources.

    5. Agency Requirements: Approved agencies must meet certain criteria, including evaluation by the Council on Standards for International Educational Travel (CSIET) and compliance with state laws and district policies regarding student welfare and supervision.

    6. Enrollment Criteria: J-1 exchange students are enrolled for a full academic year and must meet age and educational requirements. They must also be bona fide secondary students in their home country.

    7. English Proficiency: Foreign exchange students are expected to be proficient in English, and the district does not provide ESL/ELL services or transportation beyond established routes.

    8. Driver's Education: J-1 exchange students are not eligible for enrollment in driver's education classes.

    9. Agency Procedures: Agencies seeking to place students in district schools must adhere to specific timelines and procedures outlined by the district, including submission of student applications and coordination of host family arrangements.

     

    These policies ensure a structured and regulated process for the admission of foreign exchange students in the Cache County School District.
