Dyslexia

Dyslexia Definition:

The Texas Education Code (TEC) §38.003 defines dyslexia in the following way:

(1) Dyslexia means a disorder of constitutional origin manifested by a difficulty in learning to read,

write, or spell, despite conventional instruction, adequate intelligence, and sociocultural opportunity.

(2) Related disorders include disorders similar to or related to dyslexia such as developmental

auditory imperception, dysphasia, specific developmental dyslexia, developmental dysgraphia, and

developmental spelling disability.

Dyslexia Screening

Lackland ISD is required, per Texas Education Code (TEC), §38.003, to conduct universal dyslexia screening of students in kindergarten and first grade. Kindergarten students must be screened for dyslexia at the end of the school year, and first grade students must be screened no later than January 31st. The updated criteria for English and Spanish screening instruments are as follows:

Seventh Grade

TEC, §28.006(c-1) requires each school district to administer at the beginning of the seventh grade a reading instrument adopted by the commissioner to each student whose performance on the grade 6 STAAR reading assessment did not demonstrate reading proficiency.

Teachers who have completed the Texas Adolescent Literacy Academies (TALA) are eligible to administer the Texas Middle School Fluency Assessment (TMSFA).  This assessment is administered to all seventh-grade students who did not score proficiency or above on the sixth-grade state assessment.  It may also be administered to students who are exhibiting signs of reading difficulties.

Procedures for Identification:

1. The MTSS team will document a student who has failed to make adequate progress or a parent request for a student be assessed for dyslexia.
2. Qualitative and Quantitative data will be reviewed (Figure 3.8. Pathway for the Identification and Provision of Instruction for Students with Dyslexia)
3. Written consent to evaluate, Overview of Special Education for Parents ( English or Spanish)and Notice of Procedural Safeguards are given to a parent.
4. Full FIIE is Conducted.
5. If eligible for special education and related services, IEP (Individualized Education Program) is developed.
