PAO-14: Continuous Quality Improvement System

Ephrata School District and B-5 ECEAP are required to implement a continuous quality improvement (CQI) process to ensure full compliance with all B-5 ECEAP requirements. This process must encompass monitoring, recordkeeping, and timely follow-up, applying to all B-5 ECEAP providers. The CQI process must: 

  • (a) Monitoring activities at the class, site and contractor levels, following a defined schedule.
    • Daily walk through observations of classroom environments and academic teaching by Site-Manager/Head Teacher.
    • Bi-weekly observations of teaching strategies and classroom management by Site-Manager/Head Teacher.
    • Monthly meetings with Site-Manager/Head Teacher, Director and Assistant Superintendent are attended to discuss, the physical site is discussed, staff praises/concerns and compliance to ECEAP performance standards.
  • (b) At least one monthly staff meeting (Assistant Superintendent, Director, Site-Manager and building staff are invited) is held to inform training and technical assistance. The information dispersed during this meeting is informed by accessing on-line program needs from staff, parent surveys, the need to introduce new material, the need to review certain performance standards and anything else the participants have indicated they would like information on.
     
  • (c) On-going coaching support needs is gathered by the ECEAP Coach observing teachers in classrooms, meeting with teachers individually in person or through zoom once a week, during meetings discussing the goals from the previous week and developing a plan for the upcoming week. Coach will observe teachers in classrooms no less than 4 times a year. Coach may also do professional development on topics of need to the whole staff on Fridays.
     
  • (d) ECEAP B-5 program planning is informed through staff discussion of what is working and what is not. The Coach and Site Manager/Head Teacher meet weekly to discuss information they have gathered with each other. Shared goals are established at these meetings to move the academic and behavior management for the whole site. Program planning is also informed by family surveys through google forms, self-assessment and the EACEP Dashboard.
     
  • (e) Staff are monthly taking part in Pyramid training for Preschool. This training is what preschools are using to introduce students to Positive Behavior Intervention and Supports (PBIS).
     
  • (f) Staff meeting agendas will be kept as well as other hand-outs dispersed. Notes from scheduled Pyramid trainings will be kept as well as teacher has a copy of the training for them to refer to. Monitoring of performance standards is done during classroom walk-throughs and identification of issues is face-to-face or by anonymous suggestions put into a labeled box. Follow-up clarification and decisions are shared through staff meetings.

Document Requirements

The Ephrata School District must maintain comprehensive records related to their internal CQI systems, including:

  • (a) Data collected during monitoring activities will be housed in a folder on the computer as well as a notebook with copies of the monitoring items.
