REGULAR MEETING

The Northwest Allen County Board of School Trustees met in regular session on Monday,April 29, 2013 at 7:00 p.m. in the Central Office Board Room. Members present: Mary Wysong, John Hilger, Paul Sloffer, Ron Felger. Kent Somers was absent. Also Present: Chris Himsel, Gloria Shamanoff, Bill Mallers, Lisa Harris, staff, students,parents, patrons and reporters.

Motions herewith mentioned are unanimous unless otherwise stated.

President Mary Wysong called the meeting to order. Motion to approve the minutes of the April 8, 2013 regular meeting and the April 23, 2013 executive session as presented by Paul Sloffer; seconded by John Hilger. Motion carried.

ARCOLA ELEMENTARY PRESENTATION

Kathleen Perfect, Arcola Principal, presented the STEAM (Science, Technology, Engineering, Art, Math) programat Arcola Elementary.

FINANCE UPDATE

Curt Pletcher, Financial Advisor from H.J. Umbaugh & Associates; Jane Herndon, Bond Counsel from Ice Miller LLP, presented an update on financial options, including potential refunding of the 2003 bond issue, as a way to address short-term property tax cap issues while also providing potential flexibility to address issues outlined in the technology assessment presented at the previous board meeting.

COMMENDATIONS

Dr. Shamanoff presented thefollowing commendations: CHS students, Jake Knoke, Kristen Walker, Hannah Engelsrud, Taylor Jones, Taylor Long, Zachary Pennington, Ryan Wahl, Jessica Lineman, Kelia Li, and Noah Mains, for their achievements at the National Scholastic Art and Writing Competition. Dr. Shamanoff requested the resolution be adopted as presented. Motion to approve by Ron Felger; seconded by PaulS offer. Motion carried. CHS Dance Team, Macie Tapp, Emilee Bone, Morgan Howard, Allyson Reece, Tara Plazek, Laney Alexander, Lily Landwehr, and CoachEmilee Scheele, for earning the State Championship. Dr. Shamanoff requested the resolution be adopted as presented. Motion to approve by Paul Sloffer; seconded by John Hilger. Motion carried.

PERSONNEL/COMMUNICATIONS

  1. RESIGNATIONS Christine Day, Carroll Middle Food Service Asst. and Instructional Asst., resigned as of 4/18/13. Erika Mensch, Carroll High Teacher, resigned asof the end of the 2012-13 school year. Ashley Yoder, NACS Speech Language Pathologist, resigned as of the end of the 2012-13 school year.
  2. RETIREMENTS Dan Green, Maple Creek Teacher, submitted an adjustment to his intent to retire now effective 5/31/13. Marjorie Van Gundy, Elementary School Counselor, submitted her intent to retire as of the end of the 2012-13 school year.

TEXTBOOK ADOPTION Requested permission to accept the following state approved Elementary Reading textbook/materials starting with the 2013-14 school year: Reading (Grades K-5) "Journeys" by Houghton-Mifflin. Mr. Himsel reported addition information:

ISTEP Testing Update: Due to CTB problems across the state, NACS abandoned testing for today and will work with the state to meet ISTEP testing deadlines.

NACS Bus Driver, Eli Arnold, took it upon himself to get books for students related to their individual interest so they have something to do on the bus ride home.

BUSINESS REPORT

  1. CAPITAL PROJECTS EMERGENCY RESOLUTION Requesting Approval of the enclosed Capital Projects Emergency Resolution for $7,213.52. Motion To approve by John Hilger; seconded by Ron Felger. Motion carried.
  2. CORPORATION PURCHASE Recommended approval of the purchase of an ultraviolet treatment system from Buddenbaum & Moore, LLC for the Natatorium from the Capital Projects Fund for $49,760.00. Motion to approve by Ron Felger; seconded by John Hilger. Motion carried.
