86th Texas Legislature

The 86th Texas Legislature was sworn in on January 8, 2019. The Governor, Lieutenant Governor and Speaker of the House deemed education as one of the major topics of the session. “Overall, 1,554 bills were passed by the Legislature. Of the 947 House Bills and 458 Senate Bills, 146 affected Independent School Districts, Open-Enrollment Charter Schools, and Private Schools.” The topics of these bills included:

·       School Finance

·       School Safety, Discipline, and Disaster Preparedness/Recovery

·       Academics (Special Education, College, Career, and Military Readiness;                 Curriculum; Accountability; and Prekindergarten Education

·       Teacher Compensation and Preparation (including Teacher Retirement                   System and Ethics

·       Governance

·       Open-Enrollment Charter Schools

 

Over the next several months, we will highlight some of these bills to keep you informed of all the new changes coming to public education.

H.B. 496 - Relating to the placement of bleeding control kits in public schools and required training of school personnel.

This bill requires all school districts and open-enrollment charter schools to provide for bleeding control stations in easily accessible areas on campus, placed and stocked based on determinations made at the local level. It also requires training on the use of bleeding control kits for relevant staff members and offer that annual training to students in grade seven and above.

Our district Safety and Security Committee have already met to determine the locations of these kits across our district. We will be purchasing these kits in the next few weeks with installation shortly after arrival.

 

H.B. 678 – Relating to the public high school graduation requirements for a language other than English.

This bill extends the foreign language credit for high school graduation by completing a dual language immersion program at an elementary school or a class in American Sign Language (ASL)

Mrs. Kamilah Antoine

This school year, Lackland ISD has gained a tremendous addition to the Eagle family, Kamilah Antoine. So what exactly does Mrs. Antoine do? Luckily, I've had the pleasure to spend a couple of minutes getting to know her and understand her mission here at Lackland. Mrs. Antoine is a Military Student Transition Consultant. Kamilah Antoine works to "ensure inclusive, quality educational opportunities for all military-connected children affected by mobility, transition, deployments, and family separation”. Mrs. Antoine told me that this particular job was something that she always wanted to do, and she knew that she always wanted to work with kids and families. Mrs. Antoine loves what she does because she says it doesn't just consist of her sitting behind a desk and asking kids what's wrong. She gets to be active and hands-on with not only the kids but also parents. Mrs. Antoine didn't really have a backup plan because she always knew she wanted to pursue something that would have an impact on someone’s life in a great way. She went on to tell me that she went to Grambling University in Louisiana for her Bachelor’s, then continued her education at Our Lady of the Lake University here in San Antonio. After all the serious questions, we were able to get to know more about who Kamilah Antoine really is and not just her profession. Mrs. Antoine was born in Miami, Florida and lived there until the age of ten then moved to Anchorage, Alaska. Even though she wasn't a military kid, she still had the opportunity to explore different places. Though she did move around, Mrs. Antoine still considers Miami to be her heart of home. To take a break from her work life, Mrs. Antoine has always wanted to visit Brazil. She would love to visit because of the warm weather, beaches, and opportunity to explore the culture. When I asked her what her favorite sport was, she automatically said “dance”. No particular style of dance just dance. My last question for Mrs. Antoine was to describe herself using one word and she said “innovative”. I was so blessed and glad to interview her and get to know more about her kind heart. If you have the opportunity you must go speak with her.

AVID Camp Experience

The starting day is what we called “Day 0”, this day, there weren’t teachers coming into their classes. This day, me and a group of 15 other AVID students of all ages and experience levels were thrown into our first panel. We got put into a room with elementary school teachers and administrators and had to practice what a real panel would look and feel like with no experience at all, but we were prepared for what was to come.

“Day 1” was the actual start. We walked into multiple panels that day. You would get asked multiple questions about your own experiences in AVID and how it benefited you, that's why it was so great for me because I had so many amazing stories to share about my own ideas and school.

Now “Day 2”, quickly walking to our first panel of the day, our schedules were harsh but we always survived them. This day we met with administrators, principals, and counselors in AVID. We started to grow as a group and we all loved AVID so much.  If you listened to the panels, you could hear our passions spilling out. The start of “Day 3” was like the rest, quick breakfast and off to more panels. At the very end of the day, we went to a huge room, the biggest we had gone too before. The room was filled with 4,000+ educators. We had to speak, greet, and dance in front of them and we truly had a lot of fun.

 

 

And...

Extra Summary:
The AVID experience is something I’ve now had for 3 years; my entire middle school experience has been dedicated to better prepare myself for AVID which has improved the skills I will need to be successful in college.  I wouldn't have it any other way. I thought the best opportunity came in the class itself but add in the AVID Camp and it truly was the best thing ever. You don’t have to take my word for it, join for yourself and see.

Stacey Happenings 

S2S Summer Experience

This summer, a few students from Stacey Senior High took a trip to Washington DC. These students were members of our Student to Student (S2S) team. During this week-long leadership conference, we learned multiple life skills such as ways to welcome new students, communication skills, working in our community, how to be organized as a club, and networking. We met a lot of student leaders from all over the world, each with different ideas for S2S programs spread throughout the nation. While in DC, we attended many conferences and had the pleasure of meeting many incredible adults including a US Army Medal of Honor recipient. It was truly inspirational and touching for all of us. We did not spend all our time working on improvements for our S2S program. We did in fact learn more about our nation’s history and even attended a National’s game. This experience was truly life changing and one for the books. We would like to thank the Lackland ISD administration for granting us this amazing opportunity.

Stacey S2S Pizza Party

Before school started, S2S planned a social for all the new students to Stacey Jr/Sr High. This is an event that we do every year and is known as the Stacey S2S pizza party. The party is an event where new students can come to the school and meet some S2S members and other new students from their grade. Our mission is that when school starts the new students can see some familiar faces and feel more comfortable at Stacey in the new year.

 

S2S planned this event and invited students from every grade. They participated in games, icebreakers, and a tour. When we spoke to one of the new students, she told us, “They gave me the best inside tour and helped me find where all my classes are!”  Students got to know their S2S peers playing Two Truths and a Lie then enjoyed a nice slice of pizza. The tours were informative and the new students got an insiders opinion on the ins and outs of Stacey Jr/Sr High School.
