During a recent trip to Washington D.C., three members of the Lackland Independent School District Board of Trustees along with the Superintendent of Schools visited Congressional and Senate offices to speak with legislative staff concerning the importance of Impact Aid to Lackland ISD. Mr. Brian Miller, Board President, Mrs. Jere Pace (Trustee), MSgt Brian Case (Trustee), and Dr. Roper, Superintendent of Schools joined several school officials from school districts from across the country to discuss several key issues related to Impacted Aid. These issues included support for a $52 million dollar increase to the Impact Aid Program ($50 million for the Basic Support Program and $2 million for Federal Lands) and support for the Impact Aid Infrastructure Act (H.R. 3647) which would provide needed funds to help rebuild or renovate school facilities located on military installations across the country. We also discussed the importance of House and Senate Leaders becoming a member of the Impact Aid Coalition which is a bipartisan coalition that exists to protect and prioritize the Impact Aid Program. Finally, we discussed our opposition to the Education Savings Accounts for Military Families Act of 2019 or any similar voucher program which would take money away from the Impact Aid Program which is a vital source of funding for districts such as Lackland ISD. Overall the trip was productive, however because the Impact Aid Program is not a permanently funded program, we must be vigilant in fighting for this funding that is owed to school districts like ours who are unable to collect taxes due to a federal presence. 86th Texas Legislature Update Our focus this week from the 86th Texas Legislature is on HB 3145 and SB 1374. Please see the information below.
HB 3145 -Relating to the right of a parent appointed as a conservator of a child to attend school activities.
This bill seeks to ensure a person appointed as a conservator of a child may attend that child’s school activities such as school lunches, performances, and field trips.
SB 1374 -Relating to the sequencing of certain required mathematics courses in public schools. This bill allows a school district to concurrently enroll a student in Algebra I and Geometry. Stacey Happenings On Saturday, October 5th, the middle school AVID classes attended an AVID College Fair and a Spurs Game against the Orlando Magic.
National Night Out

On Tuesday October 1st, Lackland Air Force base hosted National Night Out at the Youth Center. This is an annual community event that brings the neighborhood together with opportunities to meet neighbors, get free things from a variety of booths as well as celebrate our nation. There were also police and firefighter representatives in attendance. To kick off this outdoor event, the Stacey High School band and choir performed the National Anthem, their Alma Mater and a number of pep songs.
Stacey J.H. Book Club students built Book Spine Creatures for the Library. Ricky Beyea created a pumpkin, Leah Mendoza built a Witch, and Marek Reynolds created a ghost. The Oral Reading Team for the J.H. UIL Academics program visited the Stacey Library to look for pieces for their competition. Mrs. Brock helps Sofia Molina read through a poem while Sophia Mendez-Gonzalez looks on. Elementary Happenings Kindergarten visits the Lackland Fire Department!!

Accessing Information on Special Education and Regulations This training will provide an exploration of several websites that contain resources regarding the rights and responsibilities of stakeholders in Special Education. These websites contain information regarding eligibility for services, legal references and materials outlining the dispute process when schools and parents cannot reach an agreement in an ARD Committee meeting. This training will familiarize parents with these sites, explore some of the content and demonstrate how to use some of the reference materials provided.
