1.31.25 EMUEA Negotiation Updates

The District (EMUHSD) would like to provide our school community with an update on the recent negotiations with the El Monte Union Educators Association (EMUEA).  Over the course of 2024-2025 negotiations between the District and EMUEA, we are committed to finding a fair and equitable agreement and keeping our border educational community informed.

 

We are pleased to report to you a summary of the negotiations meeting held on January 31, 2025:

 

District Proposals

Article 16: Bereavement Leave

  • The District proposed language to be added under Reproductive Loss Leave, as Article 16A.
  • EMUEA stated they would review it and did not provide a counter. 

Article 25- Class Size

  • The District provided a comprehensive presentation regarding class size. The presentation can be found here. Evidence to support that class size alone does not drive significant change in student outcomes is included in the presentation. As a result, the District proposed to have a continuous dialogue and discuss other components in the Collective Bargaining Agreement that also impact student outcomes in tandem with class size. 

Article 29-Salary and Fringe Benefits

  • The District provided a comprehensive presentation regarding the most updated budget. The presentation can be found here. Evidence of declining enrollment, along with national and state budget concerns, was highlighted. Consequently, the District presented a three-year deficit spending projection and emphasized the need for caution with ongoing expenditures.
  • The District presented a revised salary schedule for co-curricular stipends, which includes two stipends for Flag Football (Varsity and Assistant/Non-Varsity) to support program growth, and adjusted the stipends for competitive cheer to reflect one Varsity one Assistant/Non-Varsity stipend.

EMUEA Proposals

Article 29-Salaries and Fringe Benefits

  • EMUEA proposed a 1.5% salary increase and a 1.5% bonus, retroactive to July 1, 2024. 
  • The District countered with a 1% salary increase and a 2% bonus, retroactive to July 1, 2024.
  • EMUEA countered with a 1% salary increase and a 3% bonus, retroactive to July 1, 2024.

The following have already been tentatively agreed or approved:

  • MOU-PD Days for 25-26
  • Article 8-Hours

     

  • Article 9-Evaluation Procedure

    • An MOU was agreed upon to create a committee to support this work

  • Article 12-Catastrophic Leave

Future negotiation sessions are scheduled for Wednesday, February 26 and Tuesday, March 4th.
