This section of our district website is dedicated to providing information you need to make an informed decision about the Collinsville Community Unit School District #10 zero-rate-change ballot initiative to fund safety and security improvements, heating and cooling system upgrades, handicap accessibility in our facilities, and school interior updates to improve the learning environment in our schools.

After extensive evaluation of our district facilities by staff, architects and engineers, and feedback from our community members, the Board of Education has placed a zero-rate-change proposal on the March 19, 2024 general primary election ballot to address critical facility needs throughout Collinsville CUSD 10. The proposal will improve safety and security, update heating and cooling systems, and revamp facilities to provide handicap accessibility; ALL without changing the tax rate. 

The ballot proposal will fund approximately $2.3 million annually in facility improvements in our schools. This would allow the district to replace exterior and interior doors to improve safety; upgrade heating and cooling systems to improve efficiency; renovate facilities to allow students, staff and community members with disabilities to have independent access throughout our district; and update dated and worn school interiors to improve the learning environment.

This funding path, chosen by the Board of Education, will not change the tax rate if approved by voters. The school board has proposed a financial strategy known as a tax transfer, which involves reallocating existing funds without raising overall taxes.

Here are the facts:

  • The plan would retire debt from the early 2000s to provide funding for an increase in the district’s Operations and Maintenance (O&M) Fund rate from 50 cents to 72 cents.
  • The money previously used to pay off facility improvement debt would be redirected to the O&M Fund.
  • This shift allows the district to invest more resources in critical facility needs without incurring new debt or paying additional interest, as the total tax rate remains unchanged.
  • This method leverages existing resources efficiently to address the district’s facility needs.

Money generated by this proposal will go directly to facility improvements.    

A list of identified work compiled through the Kahoks Connect community engagement process is summarized below.  The work will be completed at each school over a seven-year time frame.  In total, nearly $35 million in improvements will be made to district facilities with zero change to the tax rate.

In summary, on March 19th, voters will consider a zero-rate-change to the Collinsville Community Unit School District #10 Operations and Maintenance Fund from 50 cents to 72 cents.  The ballot proposal, in combination with resources from the district’s Health/Life/Safety funding and accumulated reserves, will allow the completion of critical facility improvements over the next seven years without changing the tax rate.

June 22, 2023 – Each summer Collinsville CUSD 10 parents and guardians are required to register their child(ren) for the upcoming school year.  This year, the window for online registration begins Monday, July 10, 2023 at 6:00 p.m. Registration MUST be completed online by ALL parents/guardians prior to the start of school on August 17.

REGISTER YOUR CHILD FROM HOME from your personal computer, smartphone or tablet
  • The On-Line Registration window will open at 6:00PM on Monday, July 10, 2023.
  • Parents/Guardians of new students who have enrolled into the Collinsville School District (attending school in the district for the first time this school year) will receive a letter this summer that will outline directions for completing the online registration process and include your Family Access Username and Password for your child’s Skyward Family Access Account.
  • Parents/Guardians of returning students to the Collinsville School District (students who
    attended a school in CUSD 10 last year) should complete the registration process through your
    existing Skyward Family Access account.

IMPORTANT INFORMATION TO NOTE REGARDING THE REGISTRATION PROCESS:

  • Parents/Guardians of currently enrolled students in the Collinsville School District should complete the registration process through your existing Family Access Account.

Collinsville High School Students must visit Collinsville High School on their assigned materials
pick up date in order to receive their class schedule as well as PE uniforms, athletic participation information, CHS Bands information, parking assignments (qualified students in grades 11 and 12), driver’s education information, photo IDs, textbooks and Chromebooks.

Collinsville Middle School Students: Class Schedules will be available via the Skyward Family Access Portal on August 9, 2023. Free Reduced Lunch Application Graphic Aug 2022August 9, 2022 – School meal changes are coming for the 2022-23 school year.  U.S. Department of Agriculture (USDA) waivers specific to COVID-19 have expired which means schools in our district will no longer serve all meals for free.  Effective at the start of this school year, there will be a return to free, reduced and paid eligibility for students.  

According to the USDA Food and Nutrition Service:

Schools had some flexibilities during COVID so they could serve all kids free meals.  Some of those options expired, so many schools can’t serve all meals free anymore. Instead, families will do what they did before COVID.  Schools will take applications and use family income to qualify kids for free, reduce-price, or paid meals.

The U.S. Department of Agriculture developed Frequently Asked Questions for Parents to assist with the transition to School Year 2022-23 for School Nutrition Programs. Please refer to this resource to help clarify what is occurring this fall with school meals.

Community Eligibility Provision Schools Still Have Free Meals for All Students

Some schools use a program called the “Community Eligibility Provision” (CEP) that helps them serve meals free. Schools with a high poverty designation can qualify for the CEP.  In CUSD 10, the schools that qualify for everyone to receive free meals for the 2022-23 school year are Caseyville, Kreitner, Webster and Twin Echo.  Families with children in these schools DO NOT pay for meals as long as their child attends that school.  Siblings and children who attend other schools WILL pay for meals unless the family qualifies for free or reduced-price meals.

Eligibility for Free or Reduced School Meals

Many children will still qualify for free or reduced-price meals. Families are strongly encouraged to learn whether they are eligible and complete necessary paperwork.  Information is posted on the district website Food Service page. Questions should be directed to our Sodexo Food Service team at 618-346-6320 ext. 1148 or email jrussel4@cusd.kahoks.org.

Paying for School Meals/Using Skyward Family Access for Food Service Payment

You may write a check or send cash for any amount you wish to deposit in your child’s lunch account. You may also deposit money through Skyward, where you may view your child’s account. The money will be applied to all purchases in the cafeteria. Parents may restrict snack bar purchases. Amounts remaining in the accounts of returning students at the end of the previous school year will be rolled into their account for the following school year.

Collinsville CUSD 10 uses the Skyward Food Service in the cafeteria. It has provided our students with an easier way to pay for their lunches. A summary of the benefits to students and parents with this system are:

1. Parents may deposit money into the student’s account eliminating the need to send cash on a daily basis.
2. Student lunch lines move faster.
3. Students are not inconvenienced with lunch tickets.
4. Student lunch status is confidential.
5. Parents will be able to view every purchase made daily through the Skyward system.
6. Students are notified at the cash register when their account is low.

Dear Collinsville CUSD10 Parent/Guardian: 

RE: Annual Electronic Residence Verification – Batch Services from Thomas Reuters CLEAR 

Collinsville Community Unit School District No. 10 is happy to share that we are updating our district practice for annual student residence verification for compliance with District Policy and Illinois School Code.  In an effort to honor parent and staff time, Collinsville CUSD10 will be working with a third-party vendor who uses a system called CLEAR Batch to automatically verify parent/guardian residency within the Collinsville CUSD10 boundaries. The CLEAR Batch system reviews public records to verify the parent/guardian name and address. In the past, all households were required to verify residency at the initial time of student enrollment for continued enrollment in the District.  This new process will allow Collinsville School District to annually verify parent/guardian residence within the boundaries of the Collinsville CUSD10.  

The software will allow staff to conduct electronic residency verification for the district.  The intent of the software is to:

  1. Conduct annual residence verification in an efficient manner. 
  2. Significantly reduce parent time needed to satisfy annual residence verification.
  3. Significantly decrease staff time taken for the annual residency verification process.

Electronic Residence Verification (ERV) is a new technology that has been proven to be highly successful; we will be using this technology service for the annual residence verification process starting April 12, 2021.  

If you would like more information on electronic residence verification, please review our FAQ sheet.  

Please know that we are committed to protecting taxpayer dollars through our annual enrollment and residency process.  Parents/Guardians will be notified if we are unable to verify your address.   Parents/Guardians who have moved and have a different address than is linked to your child’s Skyward account should complete an address change through the CUSD10 Student Services Office (Please bring required Proof of Residency in Category I and Category II).  Appointments to make an address change may be made by visiting the CUSD10 Student Services Appointment Calendar.

Online registration for school will open on July 12, 2021 and must be completed for all “residence-cleared” families prior to the first day of student attendance on August 18, 2021.   

If the CLEAR Batch system is unable to verify your address throughout the year, or identifies inconsistencies in these public records, you will be notified and required to prove residency through the CUSD10 Enrollment Office.  Also, if your address cannot be verified, you will be unable to complete the online registration process.   

Parents/Guardians of students attending schools in Unit 10 through a District Education Affidavit may be required to renew the Affidavit prior to completing the online registration. 

KEY POINTS 

  1. Returning students whose families who are determined by the CLEAR Batch screening to reside within the Unit 10 school boundaries, will not need to provide additional residency documents. 
  2. All families with new students to the District will be required to provide all requested documents to prove residency as part of the Online Enrollment process through the Skyward Family Access System.  Families that do not pass the CLEAR screening, will also be required to present all requested documents to the CUSD10 Student Services Office in order to prove residency for the upcoming school year.

On Thursday, September 3, 2020 Collinsville Community Unit School District #10 Superintendent Dr. Mark B. Skertich announced the district will switch to a Hybrid/Blended Learning model beginning Tuesday, September 8, 2020.

To take care of essential business for the 2020-21 school year, Collinsville High School students will report to the CHS campus during the last week of July to pick up textbooks, Chromebooks and schedules; have yearbook/ID photos taken; arrange and pay for parking; turn-in required health forms; designate lunch information; and pay necessary fees.  Days are scheduled based on grade-level.

CHS students should report (BY GRADE LEVEL) on the following dates/times*:

Seniors: Monday, July 27 (1:00 – 7:00 p.m.)

Juniors: Tuesday, July 28 (1:00 – 7:00 p.m.)

Sophomores:   Wednesday, July 29 (1:00 – 7:00 p.m.)

Freshmen: Thursday, July 30 (1:00 – 7:00 p.m.)

* If a family has students in different grade levels at CHS, attendance can be on the same date.

Students will be asked to verify registration (see information below regarding online registration for the 2020-21 school year).

Masks are required for entry to the building. Social distancing measures have been implemented for this event. Therefore, families should ensure only necessary people (i.e. student and parent) attend.

The On-Line Registration window will open at 6:00 PM on Monday, July 13, 2020.  Use your Personal Computer, Smartphone or Tablet

  • Parents/Guardians of new students who have enrolled into the Collinsville School District (attending school in the District for the first time this school year) will receive a letter this summer that will outline directions for completing the Online Registration process and include your Family Access Username and Password for your child’s Skyward Family Access Account. 
  • Parents/Guardians of returning students to the Collinsville School District (students who attended a school in Unit No. 10 last year) should complete the registration process through your existing Family Access Account. 
  • Parents/Guardians will need the Family Access Username and Password to log into the Skyward Family Access Account.  If you have forgotten your username and/or password, you may retrieve this information via the Family Access Link on the Kahoks.org website (See Skyward icon on top of website page).   
  • Families new to the District who have not completed the enrollment process must enroll your child into the Collinsville Community Unit School District #10.  This may be completed online through Skyward Family Access.  If you do not already have a Skyward Family Access account, please create an account by clicking here New Student Enrollment Account Request to sign up for an account and begin the enrollment process.  For enrollment information, click HERE

NOTE:  Collinsville High School Students will need to attend their assigned return to school day during the week of July 27 in order to receive class schedules, textbooks, Chromebook, ID picture, P.E. uniforms and to reserve parking.  All other students (grade K-8) may complete the entire registration process Online via the Skyward Family Access Portal beginning July 13, 2020 (6:00 PM) from home. 

Collinsville Middle School Students should attend the CMS Move-In Day on August 12th (1:00 PM-7:00 PM) or August 13th (8:00 AM – 4:00 PM) to tour the building, find their classes and lockers, and receive a paper copy of their schedules.
